The development of optical communication system ,specially the All Optic Network, inducing the study interest of broadband optical amplifier and the luminescence materials. In this paper ,theγ-Al2O3 materials doped with Er3+, Er3+/Yb3+, Er3+/Yb3+/Ce3+ used for Waveguide Amplifier have been made by Sol-Gel method. The TG/DTG and XRD indicate the best thermal treatment temperature is 900℃, the samples formγphase at this temperature ,and would be other phase over 1000℃. The rare-earth ions don't change the phase of Al2O3, just heighten the phase transformation temperature. The PL spectra show that all the samples with different concentration have emission in visible and near-infrared area. There are also strong up-conversation emission in visible with peaks at 650nm and 535nm,665nm,602nm.The samples co-doped with Er3+/Yb3+ show strongly near-infrared emission at 1534nm ,the intensity increased about 6-7 times compared with samples doped with Er3+. There is a best ratio of Er3+/Yb3+, it is Er3+:Yb3+=1:6 inγ-Al2O3. The doping of Ce3+ ions not only increases the near-infrared emission, but also decreases the up-conversation of th samples in visible area.We get Er3+/Yb3+ co-dopedγ-Al2O3 films used for EDWA making by sol-gel and spin-coating method. Tested the PL spectra ,and the AFM pictures indicate that the films have RMS roughness about 10-20nm, which could satisfy the needs of waveguide making. The results are useful for the development of broadband waveguide amplifier.
