At the moment, all the visibility meters which use the scattering light of fog to estimate visibility don't consider the time pulsating movement of the scattering light. In this essay, after learning the "2/3 law" lying in the parameters of small scale atmosphere turbulence and the feasibility of changing spatial function into time function through Taylor's "frozen turbulence", referring to the refractive structure constant, we construct the scattering light intensity structure constant of fog, compute the constants by using the data obtained in the outside atmosphere, summarize the relationship among the light intensity structure constant and visibility, and discuss the longest time and the shortest time.In this essay, in the first part ,the writer presents some basic concepts about fog and the basic disciplines of visibility meter, makes clear that all the visibility meters basing on the frontal scattering light of fog only use the time average scattering light and it's time pulsating movement is not used. In the second part, the writer introduces the rules of small scale atmosphere turbulence in which "2/3 law" and the exchange between time function and spatial function through Taylor's "frozen turbulence" are highlighted and the rules of optical turbulence. In the third part, basing on refractive structure constant, the writer draws in the scattering light intensity structure constant of fog, compute the constants of three different fog processes, and summarize the results.Making the relationship between the scattering light intensity structure constant of fog and visibility clear is valuable for fog broadcasting, it can improve the precision of fog broadcasting.
