This paper discussed the following two questions: the first question is orbital structure of a bilateral birth and death process with emplastic boundary.There were lots of papers about bilateral birth and death process, but they were writed by the way of analytical tools.This paper was writed by the way of probability. Through the study of orbital excursions we obtain Local times ,Excursion measure, Boundary process of bilateral birth and death process with emplastic boundary, the situation of satisfying them, and illustrate the connection between them and Q-matrix. Through them we obtain structure of a bilateral birth and death process with emplastic boundary.In the second section the author study the examination time problem of computer software by the use of markov chains and give its distribution function,mean and variance. Thus the author basically resolve the problem.
