GIS has important applications in government, military affairs, electric power, communication and plan departments, the security of data is of great importance. Linux is stable and secure, Linux based GIS can avoid unpredictable leaks. Developing a GIS foundation software platform of independent intellectual property under Linux environment, increasing the processing ability of distributed massive data and the stability and security of the running platform is a hot research in geographic information science domain. With the latest GIS technology, this research designs and implements a Linux based geo-spatial data management system, based on this system, further implements a water conservancy application oriented GIS.The seamless geo-spatial database is built logically and physically according to standardization. It is organized with OGC open geo-spatial data model, memorized and managed in open source database PostgreSQL and commercial database Oracle. The spatial database engine technology relating to PostGIS of PostgreSQL and Oracle Spatial of Oracle is expatiated in detail.Based on the above research, the paper put forward a scheme of designing and implementing a Linux based geo-spatial data management system. It's developed with C++ and Qt framework under Linux environment and accesses raster/vector data through GDAL and spatial database through PostGIS and Oracle Spatial as middleware.The system provides database building, conversion, topology examining, querying, statistics, data drawing, cartography and analyzing for massive geo-spatial data, it has been realized in the management and plan system of Zhejiang Province valleys. It's an industry application oriented dynamic management and service platform for massive geo-spatial data.The system has designed and implemented three models, they are desktop application model, data management model and three-dimensional simulation model. A geo-spatial database of 4D data as kernel for water conservancy application is built, the management and sharing of multi-source, multi-level and distributed massive geo-spatial data is realized. The system provides a spatial information service for water conservancy analysis and policy decision of Zhejiang Province's small valleys in a better way.
