Groundwater is the basical natural resources and play a significant role in social-economy. It's a important factor that is benefit for the boosting of social-development. It also is a component of eo-environment and geo-environment, and it affects these two systems. Groundwater has three functions as follow: Groundwater Resource-function, Groundwater Ecological Function, Groundwater Geologic Environment Function. Along with the changes of climate and natural condition, also because of the human activities, the groundwater system has been intimidated and destroyed in the plain area of Jilin province, and a increasing number of relative problems appear. The three functions also are changing. Aiming at reasonable programming, management, exploitation and utilization of groundwater resources, we must recognize the conditions of these three functions, and do some works on groundwater under the guidance, then realize the sustainable utilization of groundwater.This paper constructs a groundwater function evaluation model consists of object layer, function layer, attribute layer, index layer. The object layer is a goal call for the sustainable utilization of groundwater resources, and the function layer consists of resource function, ecological function and geologic environment function. The attribute layer and index layer consist of some attributes that are used to depict relative functions, while the index layer consists of some indicator that are used to depict relative attributes. The evaluation will be realized by AHP. After accomplishing the model, we will construct the criterion and system for evaluation.In this paper, we will evaluation the three functions exclusively and calculate the evaluation exponents, then make the integrade evaluation. The resource occupancy property, regeneration property, accommodation property and usability property are used to depict the groundwater resource function. Based on the analysis of the special-temporal distribution, dynamic changes and the precedent harvest, the calculation and evaluation are made and then get a evaluation distribution profile. When it comes to ecological function, this paper analyzed the exiting evaluation model  and improve it then choose soil type, deposition and mineral degree of unconfined water as evaluation indicator, then construct the ecological function evaluation system of study area. Finally, we can get the evaluation distribution profile. Because the geological problem is not so outstanding in study area, and the calculation materials are limited, this study only choose the groundwater decay property as a evaluation index. We can get geological function evaluation distribution profile. and finally, we can make integrade evaluation of whole groundwater system in study area.The result show us some conclutions as follow: The types of resource function mainly are the general-type and the faintish-type. while the infirm-type occupies a biggish area. we must pay more attentions to this area; The most broad type of ecological function is the general-type, while both the preferable-type and the faintish-type are occupy biggish area., and there is no the infirm-type; The most broad type of geologic environment function also is the general-type, and other types distribute in different degree, while the strong-type and the infirm-type are of big area. The integrade evaluation result show that the main type of the sustainability of groundwater function are the general-type and the faintish-type, and the general-type mainly distribute in western area, while the later in eastern area. Both the strong-type and the infirm-type are lesser. The integrade sustainability is faintish.Groundwater function evaluation depict the function of groundwater in eco-sysytem and social-economy form a integrated view point. Development of groundwater function evaluation can realize the optimal utilization of groundwater resource in the aspect of resource function, ecological function geologic environment function. This evaluation will be the foundation of susutainable development and environment protection, and give us a guidance to practice action.
