Diving is very important action to humankind, not only importance of which consists in its national defense's significance, but also by which, we can explore the secrets of the ocean, exploit and utilize reasonably the sea resource. However,there are much defects and limits, even more hidden troubles in safety in traditional diving by taking oxygen tank. The time during diving toward underwater lies on the capacity of oxygen tank, we must regularly change the tank because of the finite capacity of the oxygen tank, whereas it is very dangerous to fill the compressed oxygen into the tank. Therefore the place of diving is not too far away the diving service station, and the depth of diving is restricted. As a result of the dissolving of atmosphere and the photosynthesis of sea biology, much oxygen is dissolved in seawater. In order to get rid of the restriction of the traditional diving style by taking oxygen tank, and make people safer and longer diving under water, the scientists and the engineers always try their best to grope for and research on the method concerning obtaining directly oxygen from seawater to provide for the diver's breathing.In this paper, it was mainly studied and discussed whether or not oxygen could be obtained directly from seawater by reducing hydraulic pressure. On the basis of The Henry's Law, it was searched for the relationship between the gas solubility and pressure, water temperature, salinity, and analyzed the releasing mechanism of the oxygen from water by decompressing. From the relationship between the released air quantities and pressure, water temperature, salinity, it was deduced the mathematical model about the released air quantities. Moreover, it was discussed the component proportion in the released gas through comparing with that in air. From the dissolution kinetics of gas, it was deduced the gas'release kinetics equation, and analyzed the influencing factors correlation with the releasing rate, searched for the right solution to increase the release rate of gas to great extent, so as to get enough oxygen in a short time.
