This study on the risk of groundwater pumping will provide governors a lot of useful information about groundwater and environmental when they are going to constitute polices about groundwater using and protection. It is also in favor of enhancing the popular sensing in the water management between demand and supply. This study is of great meaning for the water and ecological protection. What's more, it will beneficial to the sustainable water using and eco-environmental development.According to the president study inside and outside our country, the evaluation of groundwater risk is mainly focused on the water pollution. However, a series of eco-environmental problems have been caused, such as regional groundwater drawdown, saline water intrusion, land subsidence, vegetation degeneration and water resources drying up, due to the over pumping of groundwater. The risk evaluation work starts within our country just for a short time, so the theory and the technology are now under mature, waiting to be perfect.Targeting on the sustainable using of water resources and eco-environmental harmony developing, chose the quaternary pore water system in the western part of Jilin province as studying area. Many factors were systematically used in this research, to solve the groundwater using safety problem.In this paper, the conception and the characteristic of groundwater pumping risk was studied, also does the influencing factors. Then, the basic content of the groundwater risk study was brought forward, the principle and steps of building the index system for the groundwater pumping risk was then discussed. After that, the index system of the groundwater pumping risk evaluation was built referring to a lot of information, such as social, economy, water resources and the eco-environmental status. The index system was composed of four lays, they are target layer, criterion layer I, criterion layer II and the single evaluation index layer. The target layer consists of four index groups: the natural status of groundwater resources, the exploitation status of groundwater, eco-environmental status and social economic status. The single index layer consists of 14 single indexes.In this paper, the basic principle of catastrophe theory, the primary catastrophe type and the principle and steps of the catastrophe theory evaluation was introduced, and then the catastrophe theory evaluation model of groundwater pumping risk was built. First, discomposed the general target using the hierarchical contradiction method, and generated the catastrophe fuzzy subjection function using the catastrophe theory and blurry mathematics. Then, synthesize the parameters to one parameter, which is the value of the general catastrophe fuzzy subjection function, using the unitary function. The catastrophe theory evaluation method was an objective, precise and simple for using method because there was no index weight, but was based on the contradiction status and mechanism of every target in the unitary function.Based on the catastrophe theory, the paper exploringly assess the groundwater pumping risk in the western part of Jilin province by using catastrophe theory evaluation method. According to the analysis of the physical geography, geography and the hydrogeology conditions in the studying area, the characteristics such as aquifer group distribution, the groundwater cycling, water regime and the groundwater chemical, were analyzed. Then the eco-environmental problems caused by the over pumping was discussed in detail and the index system of groundwater pumping risk for the western part of Jilin province was built. At last, the groundwater pumping risk was evaluated for every evaluation element, which was divided according to the county (municipal) boundary.Using the danger degree criterion of water resources department, the groundwater pumping risk was classified, and the important index in the single index layer and the general target layer were evaluated. The result shows that, the risk value for each district is between 0.7940-0.8955, the maximum value is in the Taonan city, and the minimum value is in the Qianguo County. From Taonan city, Zhenlai county, NingJiang district, Fuyu county, Taobei district, Tongyu county, Da'an county, Changling county, Qian'an county to Qianguo county the risk values decreases in turn. The risk values for the other 7 districts were between 0.85-0.95, indicting they were serious dangerous district. Generally speaking, the groundwater pumping risk in the western part of Jilin province is quiet big. It is dangerous pumping groundwater in this area.So the scientific schedule and management of groundwater pumping must be taken seriously in order to prevent the risk in groundwater pumping in the western part of Jilin province. The evaluation of groundwater pumping risk could minimize the risk caused by groundwater exploitation, and also, it could guarantee the sustainable development of social economy.
