To provide a platform for disaster reduction information sharing, and to deliver the untainted disaster information to the decision-making department, a well functional disaster information spatial database needs to be constructed, with a disaster-event-organized structure.The stress in this paper is the key technique of spatial and multimedia disaster information management. An analysis of the disaster information divides this information into two parts-the disaster events and the descriptive information, which should be handled separately. Content of research includes: According to the special feature of spatial data management, disaster information was introduced into the spatial database. Use the data object to represent the spatial and multimedia data. Particular physical storage design for multimedia and spatial data is performed based on their characteristics, including mass data volume and complicated operations. Based on relevant theories, a disaster information spatial database is successfully designed and developed.Based on the object-relational database product Oracle 10g, the research of disaster information spatial database was done. By using the method of introducing a new kind of entities into the spatial, the system implements the management of disaster event in the logic of spatial data management. By using the method of defining user-defined data object type in the relational database in the SQL language, multimedia and spatial data are represented. By employing the tile strategy, constructing the image pyramid, and creating the spatial index, the physical storage of multimedia and spatial data are designed. Use ODP. Net (Oracle Data Provider for .Net) and Visual Basic programming language as the tool to successfully develop the original system.
