The mean square slope is defined as the total slope variance of sea surface, and it reflects the coarse degree of the sea surface. Now the studies on it are centralized on the relationship between the mean square slope and wind speed, and the influences of other factors such as wave state are hardly considered. Air-sea gas transfer velocity plays a very important role in the studying on the climate's changing of the whole world. So far, the research is focused on the connection of the gas transfer velocity with wind speed, otherwise some other factors such as wave state, turbulent, surface film and bubbles all influence the transfer velocity.In terms of the law of energy conservation, wave number spectrum can be expressed by frequency spectrum. So a new method can be acquired to calculate the mean square slope by integrating the frequency spectrum, based on the approach that mean square slope can be gotten by integrating the directional wave number spectrum which was put forward by Phillips in 1977.Using wave and wind speed datum measured on the sea and in the laboratory, the relationships between the mean square slope with wind speed and wave state are studied, and a conclusion is gained that mean square slope augments with the increasing of wind speed and reduces with the wave age. With the wave's growth, the increasing slope of mean square slope with wind speed's augmenting reduces gradually.In terms of the literature's result that gas transfer velocity correlates with mean square slope linearly, we can acquire it based on the result of mean square slope calculated by integrating the frequency spectrum.
