Probability theory is a widely used subject, whose ideas and methods have penetrated into natural science and social scientific research. But as to how the probability theory was origined, there have been a lot of academic arguments. Some people think that probability theory emerged in the 17th century have been greatly "postponed" because the main inducement of probability theory ~ gambling games have existed for more than a thousand years. Whether probability theory really "deferred", and what were the conditions which influenced the emergence of probability theory are important issues the probability philosophy.Foreign mathematicians and philosophers have begun to explore the issues related to the origin of probability theory. But few books devoted to this area, and most writings have only a brief discription of probability theory's "prehistory". Only Ian Hacking's The Emergence of Probability provides a more detailed discussion on the problem of the delay of probability theory. And domestic research in this area has not been started.The innovations of this article is that it is the first to expound some important conditions which are necessary to the origin of probability theory, i.e. the "foundations" argued in the article. The purpose is to analysis that for the origin of probability theory what factors were necessary and how those factors influenced the emergence and development of probability theory. Studying the form and development of probability in early times is to show the evolution of the theory, so that readers can better know the concepts and methods of probability theory, and then better understand this subject which plays an important role in the social life, the fields of scientific research and philosophical disciplines.
