With the explosion and development of Internet, application of Database technology, we can obtain information from Internet, interaction with information by Internet .For the sake of managing and sharing those information which was obtained via network, it becomes true that GIS data are applied according to these sorts and remote update through wide band. Therefore, it is a new orientation of UPIS (underground pipe network information system) application that remote sorting application model is based on data center of city.Database and remote update technology is core of UPIS (underground pipe network information system). In this paper, the author introduce Oracle database, SICAD-GDS and SICAD-GSP. Depending most advanced network techn ology, GIS and database technology, we realize dynamic management of UPIS. UPIS provides application service for city planning, city constructing, and city managing and pipe enterprise. It provides decision-making service for municipality macro development of city and pipe incident of city. It provides all aspect real time service for safe run of underground pipeline. In addition, it provides integrated and current pipeline information for city planning and constructing.In the paper, on the basis of anglicizing characteristic of pipeline network database, taking into account function and data structure of SICAD-GDS, the author design all kind of pipeline database by mean of UML object oriented modeling. The author illuminate structure and executive mode of SICAD-GSP in detail, on the basis of which, design the gis function of remote update.In this paper, the author explains the main means of database designing and remote update; apply these means in UPIS instance. Remote database update technology adopted in this system is as mentioned above. Using it increase the abilities and accuracy of decision-making in UPIS. The utilize of these technology provide convenience for users and increases the efficiency.
