21st century is the era of Information and Internet. With the development of Internet, the resources of GIS have been growing so fast. These data resources consist in different system and isolate in different applications. So it is disadvantage for the development of spatial information applications.Web Service is a new distributed computing technology, it allows the clients access the distant Web Service via .standard network transfer protocol(HTTP). The messages of request and response are all encoded in XML format. All these make Web Service platform-independent. The loose-coupling and platform independent features of Web Service make it easy to integrate and inter-operate with other system. The growth of Web Service provide GIS a new mode of development. It will have a great impact on the future of GIS.This dissertation begins with the problems of GIS and the spatial information data exchange, introduces the current Web Service and WebGIS, then it talks about the relevant technology of the Web Service development platform—Visual Studio.NET. At the end of this paper it state clearly how to design, develop and realize the distributed application which based on Web Service by means of a data exchange Web Service instance. And this can be a constructive research for the development of GIS.However, because the present standards about Web Service is not complete, establishing a Web Service distributed application system must be more complex than the paper described. There are still many difficulties such as security, Web Service' s reliability and so on. All these need future study.
