Map is the representation or abstraction of real world. It is one of the most efficient ways to display geographic information visually, digitally and tactually. Administrative borderlines and their boundaries are fundamental and integrate components of map features. One can' t image that a map without these 2 features still a complete map, while the administrative borderlines and their boundaries can't delineate positioning and other data geographically without the representation of map.This paper first analyzes the sources used in data tests and the investigations performed hereby in great detail. For the reasons that there exists the great gap between the thematic data scales of original provincial administrative borderlines (1:10 000, 1:50 000, 1:100 000) and that of the required scale (1:1 000 000), a great number of tests were made on the data derived from such main sources like digital maps of China on the scale of 1:1 000 000, 2002 version (international version) and the data from digital line graphs of provincial administrative borderlines demarcation. The aims of this study are to develop a best solution to edit map on small scale from data of large scale graphs; to study the relationship between the administrative borderlines and such themes as water bodies, geomorphology, transportation as well as many others; to determine the length and the directions of the borderlines and to identify the types of projections of resulted maps and the sources. It finally innovated that the transited maps on scale of 1:250 000 and that the features edited from large scale to small scale thematic maps of provincial borderlines can be composite with those from the resulted map and 1:1000000(international version).
