With the development of GIS technology, AM/FM/GIS system has been already applied in urban public utility industries with the net character on management,maintenance and operation. A lot of domestic and international units have put out their own AM/FM/GIS software platforms and solutions one after another, in order to meet the demands of AM/FM/GIS's application system construction. At the same time, many disadvantages such as the limitation of application platform and the low degree of reuse are exposed in these platforms, so it is necessary to explore a new development pattern to adapt the construction of AM/FM/GIS application system.Reuse technology based on software components is a focus of present AM/FM/GIS research field. By using it, we can shorten system development time, reduce development cost, and raise the productivity of software. Meanwhile, it is convenient for developer, development tools and development methods to transfer from one project to another project. Moreover, it can improve maintainability and expandability of a system, and sequentially improve rivalrousness for one development group.This paper absorbs much successful experience from domestic and international AM/FM/GIS software platform for reference, points out their limitation, then, design and realize AM/FM/GIS components model by combining with AM/FM/GIS domain knowledge and development experience. This paper mainly explains each component interface , member function,realization procedure and the relation of components in detail, and explain the effect of components model in the course of system construction from different application levels. In addition, the paper designs components manager system, introduces main contents such as expression, classification, searching and management of AM/FM/GIS components, etc. Besides, it expatiates the hinge effect between reusable software components and AM/FM/GIS application system.In the end, with the reusable AM/FM/GIS components and guide development pattern, the paper successfully implements the rapid construction system of sharing platform software for Pipe-Line-Network. Through it we can rapidly construct a GIS prototype system in a concrete industry, and integrate the professional functions to the application system through the form of standard components. At the same time, it explores in the field of multi-platform development based on reusable components. The different GIS interface drivers and different database interface drivers are designed to meet development requirements in multi-platform.
