The Rainstorm Waterlogging Disaster Forecast System in Beijing City Has three sub systems : The topography information management system, the area precipitation calculating system and the waterlogging calculating system.In the topography information management system, the topography information stored in database will be import into memory and be organized into a topo graphic. Use the topo graphic will provide the system with remarkable convenience and save a mass of time for searching information.The area precipitation calculating system adopted a Dynamic Weighted Least Square method replacing the Traditional Least Square method to compute the area precipitation. Theory analysis and actual computation show that the improved method decreased the error to a large degree.The waterlogging calculating system analyzed some typical topographies and got the calculational formula by using the difference method.The system was developed by using .Net platform and C# language. It can be use in the network environment. The topography information was managed by SQL Server 2000. When the system is finished, it will play a positive role on forecast of rainstorm waterlogging in Beijing City.
