B Exclusive Rare Decay is an important tool to test the Standard Model and effects of QCD,and it is also important for the measurement of CKM matrix elements and an effective way to research CP violation. Nowadays,experiments on B physics have made great progress and got plenty of materials.At the same time,it challenges the theory physics greatly. In the limit mQ →∞,the Spin-Flavor symmetry of heavy quark plays an important role in heavy flavor quark. Heavy Quark Effective Theory(HQET) makes this symmetry explicit and proves to be a desirable frame work to predict the properties of heavy hadrons.Due to the asymptotic freedom of QCD,the calculation in heavy mesons must resort to the non-perturbative technique.The Light-Cone Sum Rule is a hybrid of the SVZ technique and the theory of hard exclusive processes.In this paper the rare decay process B →K**r will be done with in the HQET with the help of LCSR. And we will give the form factors of the vector meson. At last, we will compare the result with that in full QCD theory and give the numerical result of asymptotic mode.
