Along with low optical fibers and high performance laser's development, optical fiber communication system and optical fiber passes system both need to be made a certain shape to produce various grow intervocalic oarts of apparatuses. Optical fiber's stress causes the both refraction whether in right discuss or in realistic application, which are provide with importance meaning.The paper concerns about the theory of the winding less of birefringence optical silico-fiber and elastic-optic effect. The following are very important peculiar parameters, such as optical fiber's winding waste, side vibration to optical fiber communication, optical fiber rasses and optical fiber not rectilinear est. When optical fiber bends, the refraction of towline rush pith changes with stress's function. Then conduction and close region of the fiber change too. Because it's difficult to do the exact and delicate analysis in theory. The research paper shows us a new method that can test the winding waste of quartz system's birefringence optical fiber. That is: the optical fibers which are to be tested will wind the same circle according to different radius or will wind the different optical fiber's circles according to the same radius, making the direction of incident ray side vibration as parameter, we have done the specific experiments and theory analysis to winding waste of quartz system, both refraction optical fibers and Elastic-optic effect of optical fiber.
