Generally, the velocity of Earth Penetrator Weapon is under 1000m/s, but the new high-speed Earth Penetrator Weapon's velocity can exceed it. To protect the circuit in the shell and be sure the weapon's penetration, the property of the shell's material become significant. The ultra-high strength steel always be used in the shell of the Earth Penetrator Weapon abroad. However, the study on the behaviors of the ultra-high strength steel is too finite to fit the design of the Earth Penetrator Weapon.This paper's research is the quasi-static and dynamic mechanical behaviors of 3 kinds of ultra-high strength steels. The quasi-static mechanical behaviors of the steels is attained by the quasi-static tensile experiment; Then the stress-strain curve at different strain rate and temperature is gained by Hopkinson bar experiment, and the JC constitutive equation can be fitted; Across the impact test upon light Gas Gun, the material's D-u curve and the parameters, the Taylors bar experiment is conducted, and the result is in good agreement with the numerical simulation. Consequently ,the parameters can be used in the study of the mechanical behaviors.
