Since the nineties of twentieth century, the GIS technology to study the flood has been a hot chase we like, many scholars analyzes the flood disaster from different directions. But most of the research is still sketchy, they do not take full advantage of GIS on spatial analysis function. The paper analyses the water submerged of Poyang Lake in Jiangxi province using ArcGIS and Remote sensing image processing software based on GIS and Jiangxi hydrologic information. It also evaluates the flood loss preliminarily. The main contents are the following:It introduces the development status of flooded at home and abroad, and also introduces the general situation of Poyang Lake and the importance to study the actual significance;It elaborates flooding mechanism, containing flood concept and characteristic, the causes of the formation of flood disaster, flood disasters affecting factors, flood risk analysis etc;It uses ArcGIS to simulate the 1998 flood submerged area and calculates the flood inundation area, roughly assesses the flood disaster population loss and its grain losses;It puts forward the concept that it appeared some problems without using ArcGIS in 1998 and we can well solve some of these problems using ArcGIS.The results show that GIS technology is feasible to calculate the submerged area and evaluation caused by the floods in direct economic loss and indirect loss with good accuracy, practical and scientific. It provides the basic platform for further production of flood risk map, flood control scheduling and evaluation of flood damage.
