Design And Implementation On Informationalization Management Of Grassland And Rangeland

Since the 1980s, there has been carry out contract system for grassland and rangeland in pastoral areas of Inner Mongolia and the grassland resources got effective management. But in the actual management, contracting data of grassland and rangeland is still stored in paper form, data is cluttered, updated and use are lag behind and it is also low efficiency. For existing problems of grassland and rangeland management, and relying on informationalization technology, this paper designed and realized the Informationalization management platform for grassland and rangeland. This platform not only the fills needs of modern grassland informationalization management, but also meets the actual management operation. It has great significance to sustainable development of grassland resources and improving the level of grassland and rangeland management under the new situation.This paper uses geographic informationalization system component Map Objects 2.4, Visual Basic 6.0 and SQL Server 2005, takes E wen ke autonomy county as study area, bases on Makido files, The map of the pasture divided and GPS collection data and so on, conducting development and research of informationalization management platform for grassland and rangeland. It breaks out the traditional management methods, combines spatial data and attributive data, not only can realize bidirectional search, but also can adopt comprehensive analysis to the data, realizing administration of the spatial data and attributive data. In this way, it fills the traditional data storage, query retrieval, data management, statistical analysis, and other defects, provides technical support to grass-roots grassland management services and makes establishments of grassland and rangeland protection programs more scientific and reasonable.Informationalization management platform is composed of three parts, including business management of grassland and rangeland, file management of grassland and rangeland and assistant functions of grassland and rangeland management. Business management of grassland and rangeland includes division, adjust, change, cancellation, decentralization, the requisition and infrastructure construction, transfer, rename, livestock balance and so on. The all operations are completed in the system and realize the work scientific. File management of grassland and rangeland mainly reflected in log files which including herdsman, staff, vehicles, areas, grasslands law enforcement, fire fighting, reception, telephone, SMS etc., making the coverage of pastureland management work more comprehensive. The assistant functions of grassland and rangeland management mainly reflected in map design, bulletin notices and three-dimensional browsing, navigation, positioning, etc., accordingly, providing convenient services for pastoralists and staffs of grassland and rangeland management services.When the system put into operation, pastureland management method of E wen ke autonomy county has undertook a qualitative change, its management level rose to a new level, played a certain role in local economic and social sustainable development.
