As the climate becomes warmer and warmer, China's weather is changing rapidly, the extreme climate events appear frequently, and the impact it brings becomes stronger, especially the extreme weather events caused by extreme precipitation events, such as urban water-logging, landslides, floods and other disasters occur frequently, which not only seriously affect the agricultural production, cause casualties, building damaged and property lost, but also the destroyed infrastructure lead to the paralysis of the lifeline of social system and disruption of economic activities. It highlights the "weakness" of the weather technology, disaster assessment, disaster management etc. Therefore, how to deal with frequent extreme weather is an important topic placed in front of government, society and the people.Hunan is a province of multiple meteorological disasters. With such a climate condition, Hunan's meteorological disasters mainly are:heavy rain floods, flash floods geological disasters, drought, cold temperature damage and the continuous rain, freezing, high temperature damage, storm, hail, lightning disaster, fog damage, haze, forest and grassland fires etc. Due to heavy rain, the disasters such as flooding rainfall, flash floods disaster, low-temperature continuous rain are particularly prominent.To further reveal the characteristics of extreme precipitation climate change in Hunan, the paper proposes the concept of hazard precipitation, analyzes the hazard spatial and temporal distribution of precipitation, the causes of disasters by using precipitation data of the past 50 years in Hunan, and sorts out three types of precipitation:heavy rain floods, flash floods geological disasters and low-temperature with continuous rain etc according to their hazard characteristics. At the same time, based on the two precipitation types of rainstorm and flood, flash floods geological disasters of geological disasters, this paper divides Hunan province into different areas of precipitation, which will offer a direction for researching the hazards of precipitation, and since it has its own practical value.Considering Hunan's economic situation and development, and based on the Hunan Province's CGE model, this paper proposes the idea of Hunan Precipitation Disaster Assessment Model, studies the phenomenon of "Bilis" typhoon precipitation disaster in 2006, bases on sample-studying of economic assessments, and then gets the main conclusion. On the basis of economics, statistics, management theory, this model treats various industrial sectors in Hunan Province as an integral organ. With a high degree of dispersion and micro foundations, according to utility or profit function, it can reflect the links between the meteorological disasters and industrials, can analyze the impact of the weather disasters on Hunan economic change from levels of industrial and macroeconomic conditions respectively. Based on the economic assessment, illustrated with agricultural catastrophe insurance, this paper explores the extreme precipitation disaster response mechanism under the climate change condition.
