In recent years, Geographic Information System(GIS)applications more and more areas,Used in City planning,Electronic navigation,Transportation,Travel,Communication,Power facilities,Pipe network layout etc areas ,and with the computer technology and satellite mapping technology continues to evolve, geographic information industry has been booming.With the evolution of Geographic Information System technology, GIS system widely used in highway basic database. This article is under distributed of the Heilongjiang road characteristics and needs of actual work, use graphics to illustrate and identify intersection coordinates , to create road network topology, and under Data Organization for network analysis, proposed design approach for Highway basic database, including planning and composition of data design,database linear logic design,space property database design, spatial and attribute correlation design, multimedia design ect. At the same time, make detailed design for Traffic Management System GIS according to the practical application of traffic , and implemented the key features, displayed on the map road infrastructure and basic information, realize free query between Highway Management attribute data and geographic information, and realize roads, bridges, road administration, charging stations and multimedia data of all Heilongjiang province management, made road management modernization and visualization, not only improve the overall level of traffic information, and improve management decision-making accuracy and reliability of traffic operations, played a good supporting role for the transport business decision-making but also for national economic development。...
