The huge impact of COVID-19 on the global economy posed greater challenges for enterprises in improving their innovation performance.Pushed by the scientific and technological development,China has formulated the policy of "National Independent Innovation Demonstration Zone"(hereafter NIIDZ),promulgated a series of policy documents to promote the development of science and innovation,and highlighted the importance of innovation performance.However,under the increasingly complex global environment,how to fully stimulate the role of science and technology innovation network(hereafter S&T innovation network)and help the rapid accomplishment of enterprise innovation has become the difficulty of the innovation and development of Chinese enterprises.The S&T innovation network is vital for enterprises to enhance their innovation capabilities.In recent years,the research status and future of S&T innovation network have become the focus of academic circles at home and abroad.There are many factors affecting the innovation performance of enterprises,and studies have been conducted from many aspects such as micro enterprises,meso market environment,macro institutional environment.With the development of science and technology in China,technological innovation achievements have also increased.Still,due to the lack of effective use of innovation,many innovative achievements have been shelved,resulting in a great waste of resources.In the context of the development of S&T innovation networks,how to improve innovation performance with the help of the network cluster effect and peer effect and achieve the overall improvement of innovation ability is a meaningful and exciting research topic.The significance of this study is to apply innovation management theory,S&T innovation network theory,the agglomeration effect theory and peer effect theory to reveal S&T innovation formation and construction of network and its effect,the inner mechanism of goal orientation and explore S&T innovation platform network to coordinate the relationship between the effect of S&T innovation network effects on enterprise cluster and enterprise innovation performance,and then enrich the related research of S&T innovation network.With technology being the main power,the research on related topics of S&T innovation network has become the focus of academic reearch at home and abroad.Existing studies have analyzed the impact of S&T innovation network on enterprise innovation performance and its mechanism from the perspective of the characteristics of S&T innovation network embeddedness,combined with the framework of micro enterprise,meso-market and macro institutional economics.Based on the three theoretical foundations of S&T innovation network theory,agglomeration effect theory and peer effect theory,apply qualitative and quantitative analysis to analyze the mechanism of S&T innovation network on enterprise innovation performance.Specific research contents are as follows:First,based on grounded theory,we constructed a three-level innovation performance mechanism framework of S&T innovation network by combining secondary data and interview data.This study applied Python language to call REQUEST and LXML component to compile web crawler,collected the policy documents from 2009 to 2022 in the official websites of Zhongguancun NIDZ in Beijing,Zhangjiang NIDZ in Shanghai and Donghu NIDZ in Wuhan,and obtained a total of 300 policy documents related to the NIDZ,with a total of about 250,000 words.According to the grounded theoretical method,we applied NVivo software to conduct open,spindle and selective coding of the data,and the key factors to the interaction mechanism between the construction of S&T innovation network,the effect of S&T innovation network and its performance were excavated,including "social logic,commercial logic,digital empowerment,sharing effect,transformational logic,innovation resources,innovation,performance,learning effect,incentive and constraint,the innovation ability,industrial practice and innovation policy" main categories of 12 key factors.We also induced the S&T innovation platform operating elements,S&T innovation network effect,S&T innovation network construction elements.Second,based on the results of grounded theory analysis,this paper explores the relationship between the goal positioning of S&T innovation platform and the coordination effect of S&T innovation platform network from the dual logical framework of construction and transformational logic,and introduces the regulation effect of market-led and government guidance to analyze S&T innovation platform network.In this paper,we collected 600 valid questionnaires by releasing and collecting questionnaires online and offline,and multi-level regression analysis was applied to verify the research hypotheses of the construct model.The results show that the target positioning of S&T innovation platform has a significant positive impact on the S&T innovation platform.The construction and transformational logic have a mediating effect mechanism between the goal positioning of S&T innovation platform and S&T innovation platform network coordination effect.The market-led effect influences the network coordination effect on S&T innovation platform through the commercial logic and transformational logic under the construction logic.Government guidance positively regulates the relationship between the goal positioning of S&T innovation platform and social logic.The regulation effect under the joint action of market lead and government guidance can improve the coordination effect of S&T innovation platform network through the social logic and transformational logic.To this point,the improvement of network coordination effect of S&T innovation platform has been completed.Third,the theoretical analysis framework is based on the dual logical mediating effect of market-led and government guidance,construction logic and transformational logic.From the perspective of macro policy,this paper takes NIDZ as the research object,and analyzes the impact of NIDZ on enterprise cluster innovation performance and its mechanism based on the theory of agglomeration effect.In this dissertation,we collect and organize the panel data of 283 prefecture-level cities in China from 20092018,and discuss the empirical result by employing the difference in difference method and discussded the establishment of NIDZ on the innovation performance of enterprise clusters and its mechanism.The results show that:First,the establishment of the NIDZ effectively promotes the improvement of the innovation performance of the enterprise cluster,and this conclusion still holds after a series of robustness tests.Secondly,the mechanism analysis shows that the NIDZ realizes the free flow of innovation resources across regions through the innovation sharing effect and promotes the sharing of scientific and technological innovation resources,which means it improves the innovation performance of the enterprise cluster through the absorption effect and diffusion effect of innovation sharing.Third,heterogeneity analysis found that the effect of NIDZ policy in cities with higher digital level was significantly higher than that in cities with medium and low digital level.Compared with other regions,the marginal effect of NIDZ policy is the largest in the eastern region,followed by the central and western regions.The effect of NIDZ policy is better in cities with high level of government service or high degree of marketization.Fourth,from the perspective of enterprise micro-level,based on the peer effect theory,this paper empirically analyzes the relationship between the S&T innovation network and innovation performance in NIDZ and introduces the intermediary effect of peer effect,R&D capital input and personnel input to explore the influence of property right heterogeneity on innovation performance.We apply Shanghai,and Shenzhen A-share listed enterprises from 2010 to 2020 as research samples and analyze the influence of the S&T innovation network on enterprise innovation performance.We found that the establishment of NIDZ is conducive to the improvement of enterprise innovation performance.The enterprises in the S&T innovation network have more frequent knowledge spillovers and the same peer effect.The scale of enterprises and the level of urban economic development play an essential role in improving innovation performance.The heterogeneity of the property rights of enterprises has a different impact on innovation performance.The S&T innovation network has the most strong effect on the innovation performance of foreign-funded enterprises,followed by private enterprises,and the weakest impact on state-owned enterprises.Finally,under the peer effect,the S&T innovation network not only significantly promotes inter-firm R&D investment but also reduces the enterprise production cost and improves R&D personnel investment intensity through sharing,matching and learning mechanisms.Thus,the peer effect improves enterprise innovation performance through the incentive effect of R&D capital investment and the agglomeration economic effect of R&D personnel investment.The mediation test shows that the estimated coefficient of NIDZ policy on peer effect,R&D personnel input and R&D capital input is significantly positive.The coefficient of the square term of chain intermediary on enterprise innovation performance is positive.The result reflects the continuous improvement of R&D personnel input and R&D capital input positively impacts enterprise innovation.At the same time,only appropriate R&D personnel input and R&D capital input can exert the positive impact on the firm innovation performance.Fifth,based on the results of macro and micro analysis,puts forward suggestions on improving the coordination effect of S&T innovation platform network,enterprise cluster and enterprise innovation performance.First,this paper proposes structural analysis of mechanism of S&T innovation network on innovation performance,analyzes the S&T innovation network from the global perspective,builds multi-level theoretical framework containing S&T innovation network effect construction elements,S&T innovation network effect elements and innovation and technology platform operation,and puts forward a series of innovation and technology network innovation performance mechanism of policy suggestions.By constructing the coordinative effect of the target positioning of S&T innovation platform on the S&T innovation platform,the developing strategy,which the market led and government guidance influenced the S&T innovation platform.The establishment of NIDZ policy,for example,the paper has analyzed panel data from 283 prefecture level cities in our country between 2009 and 2018,and using the difference in difference method has discussed NIDZ to set up the impact on the enterprise cluster innovation performance and its mechanism of action,and put forward the policy advantages of operating NIDZ,further enlarged innovation sharing effect,perfecting the urban innovation and technology digital network infrastructure,realized digital transformation and upgrading of NIDZ;Built a digital government to improve service efficiency to reshape the urban business environment and ensure fair competition among technology enterprises.Finally,based on the empirical analysis of the listed enterprises in the S&T innovation network of the NIDZ,the development strategies suitable for improving the innovation performance of the enterprise cluster are proposed.Finally,from the micro level,this paper explores the existence of peer effect in the S&T innovation network,and how the S&T innovation network affects the enterprise peer effect and then the enterprise innovation performance,and explores the influencing mechanism path behind it through the intermediary effect.Therefore,based on the above research contents,the innovation of this paper can be found in the following three aspects:First,based on the grounded theory,the key influencing factors of the research on the performance mechanism of S&T innovation network are extracted,and the primary and secondary categories are clarified,and then the hierarchical framework of the research on the performance mechanism of S&T innovation network is put forward.This paper analyzes the S&T innovation network from a global perspective,and constructs a theoretical research framework including the construction of S&T innovation network,the effect of S&T innovation network and the performance of S&T innovation network.It provides sufficient preliminary theoretical research basis for analyzing the internal mechanism and path of how to play the cluster effect and the peer effect to improve the innovation performance at macro,micro and meso levels in the process of S&T innovation network innovation.According to the influencing factors of performance mechanism concluded by grounded research,and through empirical research,a way to improve the coordination effect of S&T innovation platform network is explored,which provides practical guidance for effectively combining government guidance and market leading role.It is proposed that the construction and transformational logic of the operation of S&T innovation platform are the basis for improving the coordination effect,and making full use of the market’ s role in allocating resources and the government’s role in guiding policies can effectively improve the efficiency of innovation resources and achieve performance improvement.Therefore,qualitative research and quantitative research are combined to carry out innovation in the research method.Second,in macro enterprise cluster level,NIDZ was based on the cluster effect on the mechanism of promoting policy innovation performance of enterprise cluster,which constructs the accumulation effect and the resources sharing effect(absorption effect and diffusion effect)mediation mechanism,analyses the S&T innovation network’s digital level,the degree of marketization,government service level and the level of regional development four aspects of heterogeneity.Based on the conclusions of this paper,some policy suggestions are put forward to improve the digitalization level,government service level and marketization degree of S&T innovation network.Therefore,this research enriches the heterogeneity analysis of S&T innovation network from the research perspective.Third,the relationship between the S&T innovation network and enterprise innovation performance is discussed at the micro-enterprise level based on the peer effect theory.Put forward by S&T innovation network channels to increase R&D capital input and R&D personnel input to improve the enterprise innovation performance and give full play to the information sharing in the peer,learning,and external effects.As they can effectively promote the spread of new information and technology,knowledge sharing and spillover,and promote the enterprise’ s innovation performance.This paper applies the intermediary effect model to reveal its specific mechanism from the peer effect,R&D personnel input and R&D capital input,which provides sufficient evidence for understanding the formulation and implementation of innovation strategy.Therefore,research content enriches the relevant research of the S&T innovation network.
