| The rural revitalization strategy was proposed at the 19 th National Congress of the Communist Party of China,as an important measure to fundamentally solve the issues relating to agriculture,rural areas and rural people.National Strategic Plan for Rural Revitalization(2018-2022)states that “implementing the rural revitalization strategy is the inevitable choice to achieve common prosperity for all people”.The Law on the Promotion of Rural revitalization emphasizes that “we should adhere to the principal position of farmers,fully respect their wishes,protect their democratic rights and other legitimate rights and interests,mobilize their enthusiasm,initiative and creativity,and safeguard their fundamental interests”.As one of new types of agricultural businesses,farmers’ cooperative is a key pointcut of implementation of the rural revitalization strategy which provides a new institutional environment and development opportunity for the high-level development of cooperatives,can guarantee the dominant position of farmers and promote the development of rural industries.However,with the vigorous development of farmers’ cooperatives,there are still some "irregular" situations: “empty shell” and “heterogeneous” cooperatives,“free-riding behavior” or “no cooperation”,which lack of self-survive ability of cooperatives.All the phenomena above seriously restrict the play of the farmers subjectivity role and the improvement of the quality of cooperatives.According to the existing researches,it is found that the operation and development of cooperatives are not only affected by the external environment,but also by their internal governance mechanism and resource endowment are also the important factors affecting their survival and development.Under the established policy context,most of the scholars study various problems in the development process of farmers’ cooperatives from a top-down perspective,and put forward countermeasures and suggestions for the plight management of cooperatives,which has a very important guiding significance for the development of cooperatives.In this dissertation,the research perspective is shifted from the governance the results of behavior to the guidance of farmers’ behavior in the early stage.It adopts the analysis paradigm of “structure-conduct-performance”,takes the institutional theory and the social capital theory as the core,introduces the planned behavior theory and resource dependence theory,and makes comprehensive use of the research methods such as econometric analysis and case study.This dissertation thoroughly discusses the influence mechanism of policy environment and social capital on farmers’ behavior and the pattern characteristics in the real cooperative,which,under the background of the new era,tries to find theoretical basis for cultivating new farmers’ cooperative consciousness,and shaping a cooperative concept culture with Chinese background in rural areas.It is expected to put forward valuable and targeted suggestions for realizing the transformation of farmers’ cooperative concept from “Passive Cooperation” to “Active Cooperation”,effectively playing the main role in the process of rural revitalization and common prosperity.This dissertation mainly includes the following aspects:(1)Based on the analysis of existing literature and relevant theories,this dissertation builds framework of “policy environment/social capital--cooperative behavior--cooperative performance”,according to the SCP analytical framework.In this framework,the policy environment is divided into two dimensions: the preferential policies and the regulatory policies,and the social capital is divided into three dimensions: social network,institutions and trust.The measurement indicators of each dimension of policy environment and social capital are measured by factor analysis method.(2)Conduct empirical research based on the field survey data.Firstly,from the perspective of Planned Behavior Theory,this dissertation uses the multiple ordered logistic model to analyze the influence of policy and social capital on the intention of farmers to take cooperative behavior,meanwhile,analyzing their influence when it also considers the characteristics of cooperatives and individual characteristics of farmers as control variables.Then,it adopts the structural equation model to deeply explore direct influence of the policy environment and the social capital,as well as an indirect influence through intention.After that,based on the perspective of resource dependence theory,this dissertation analyzes the direct influence of policy environment and social capital on cooperative development performance and the indirect influence through cooperative behavior by using the structural equation model.(3)Choose four different types of cooperatives according to policy and social capital.Through the comparative analysis of cases,this dissertation describes the real phenomenon of the issues in cooperatives,verified the relationship between institutional structure,behavior and performance.(4)Through theoretical and empirical research,it is found that the policy environment and the social capital not only have a direct influence on the cooperative behavior of farmer members but also can indirectly stimulate and constrain farmers’ intention on their cooperative behavior.At the same time,the policy environment and the social capital play a positive role in cooperative performance to enhance the self-viability and the quality of cooperatives through the incentive and restriction member’s cooperative behavior.Therefore,based on the influence mechanism of the policy environment and the social capital on farmers’ behavior and the development of cooperatives,the Communist Party and the government should fully respect the will and the principal position of farmers in the top-level design.A policy and legal system should be formed to protect the interests of farmers and regulate the healthy development of farmers cooperatives,and to balance the preferential policy and the regulatory policy in order to achieve the optimization of the policy environment at last.At the same time,attention should be paid to the role of the social capital in cooperatives,an“internal and external linkage” mechanism should be formed.This dissertation puts forward to establish a cooperative cultivation system with the organic cooperation between the government,the market and social organization,so as to enhance the development level of farmer cooperatives and promote the important role of farmer cooperatives in rural. |
