| Innovation is the first driving force leading development,and the protection of IP rights is the protection of innovation.Since the Eighteenth National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has placed innovation at the core of the overalldevelopment of the country,centered on the implementation of innovation-driven development strategy,accelerated the promotion of comprehensive innovationwith scientific and technological innovation as the core,vigorously carried outthe pilot reform of comprehensive management of IP rights,closely followed the needs of innovation and development,gave play to the leading role of IP rights such as patents,trademarks,and copyrights,explored the establishment of an efficient comprehensive management system for IP rights,and focused on building an IP public service system that is convenient for the people and benefits the people.The role of IP in leading and promoting innovation and development is becoming increasingly significant.Small and medium-sized enterprises are an important part of the national economy and have played an irreplaceable and important role in prospering the economy,increasing employment,promoting innovation,and spawning industries.It is of great strategic significance to national economic and social development.However,the overall level of development of small and medium-sized enterprises is not high,the ability to resist risks is not strong,some enterprises have long relied excessively on low-price competition,lack of technology and brand advantages,especially in the domesticresources and environmental constraints increased,the impact of the new crownpneumonia epidemic and the impact of the international financial crisis,the development of small and medium-sized enterprises is becoming increasingly prominent,and some enterprises even have an existential crisis.Improving the abilityof SMEs to create,use,protect and manage IP rights and take the road of innovation and development is an important way to guide SMEs to achieve strategic transformation.Taking IP public services as the research object,this paper comprehensively uses the literature analysis method,comparative analysis method,questionnaire analysis method and empirical research method to study the adoption and satisfaction of IP public services in the innovation scenario of SMEs,including:what are the factors that restrict the adoption of IP public services before the service application,and how these factors affect the adoption;after the service application,how to evaluate the satisfaction of IP public services,and what arethe factors that affect the satisfaction of IP public services.Through the discussion of the above issues,the constraints on the adoption and satisfaction of IP public services are explained,and using this as a path guide,countermeasures and suggestions for optimizing the supply of IP public services for SMEs are proposed.This paper draws the following research conclusions:The first is the conclusions of the research on the adoption of IP public services.First,the pre-emptive factors for the adoption of IP public services include four factors:situation,enterprise,perceived risk and the traits of decision makers.Among them,the situational factors include service complexity,supplier trust,legal and policy protection;enterprise factors include resource readiness and high-level support;and perceived risks are composed of two dimensions:core operational risks and accompanying psychological risks.Secondly,the perceived risk significantly negatively affects the willingness to adopt the service,and theperceived core business risk has a greater effect than the negative impact of the accompanying psychological risk dimension.Third,factors such as situation,enterprise and decision-maker traits have a significant impact on the willingnessto adopt through perceived risk,of which the three factors that have the greatest impact on perceived risk are resource readiness,legal policy guarantees and service complexity.In other words,in the adoption of IP public services,SMEs are most concerned about the issue of possible operational risks.At the sametime,the high complexity of IP public services,imperfect relevant legal and policy guarantees,and insufficient preparation of enterprise resources will significantly aggravate the service risk concerns of SMEs and reduce their willingness to adopt services.The second is the conclusions of the study on the satisfaction of IP public services.First of all,the overall satisfaction rating of IP public services is not high,and the penetration rate of service items is low.Second,the preconditions affecting the satisfaction of IP public services are the perceived quality of service and the perceived value of services.Specifically,SMEs have relatively high satisfaction and attention to the dimensions of professionalism,fairness and transparency of the perceived quality of IP public services;in the service characteristics dimension of IP public service quality,SMEs attach the most importance to convenience and empathy,but the satisfaction evaluation of these two dimensions is the lowest.Finally,the perceived service quality significantly positivelyaffects the satisfaction of IP public services,and the perceived service value plays an intermediary role in the relationship between the influence of perceived service quality and IP public service satisfaction.Based on the above research findings,the paper may contribute to the following aspects:(1)Following the perspective of behavioral public management,the psychological experience such as the adoption and satisfaction of IP public services is micro-characterized,filling the academic gap of existing research,and strengthening the dialogue between public administration and psychology.(2)Theapplicability of some frameworks of the classic customer satisfaction model in the field of IP public services is tested,and the important role of perceived service quality and perceived service value in IP publicservice satisfaction is reiterated and verified.(3)Following the paradigm of mixed research methods combining qualitative research and quantitative research and making useful supplements to the existing research content in the field of IP public services,the paper provides inspiration and decision-makingbasis for breaking the practical problems in China’s public services for SMEs. |
