Research On The System Construction And Realization Path Of Green Development Of New Urbanization

Since the reform and opening up,the brilliant achievements of China’s urbanization development have been famous at home and abroad.From 1978 to 2021,China’s urbanization rate increased significantly from 17.9%to 64.72%.China’s urbanization process,with a low starting point and rapid development,has absorbed a large number of agricultural transfer population and promoted the sustained and rapid development of the national economy.Since the cause of socialism with Chinese characteristics has entered a new era,China’s urbanization development is facing the pressure from the world to strengthen the response to climate change with "carbon emission reduction" and China’s strategy to achieve the "double carbon" goal,as well as the profound changes in the internal and external environment that are increasingly restricted by the bottleneck of resources and environment.The traditional and extensive urbanization development model has been difficult to sustain.Objectively,China must turn to people-oriented,optimize the layout A new urbanization road of ecological civilization.The green development of new urbanization is the only way to realize this turn.At present,the green development of new urbanization in China still faces many difficulties.First,the contradiction between human urbanization and land urbanization has not been alleviated,and the extensive use of land still has historical inertia;Second,the contradiction between the national conditions of a populous country and the choice of urbanization spatial layout has not been straightened out;Third,China’s urban spatial development is facing structural imbalance among economy,population,resources and environmental carrying capacity.Reflecting on the difficulties faced by the green development of new urbanization,we can find that these difficulties have some deep-seated reasons.First,the green development of new urbanization has encountered the shackles of cognitive differences among subjects,and various subjects have deviations in their understanding of the development concept of new urbanization;Second,the green development of new urbanization has fallen into the trap of insufficient system supply and generalization,and the deep green system is missing and the mechanism guarantee is weak;Third,the green development of new urbanization is in danger of insufficient governance capacity and extensive implementation,and the development of urban governance system and governance capacity lags behind.In order to solve the difficulties faced by the green development of new urbanization and explore the green development path of new urbanization suitable for China’s national conditions,we need to learn from the beneficial experience of foreign urbanization development and draw its profound lessons.Western developed countries have explored some green urbanization development models in the long-term urbanization development.Among them,the "evacuation mode" of sharing the population and environmental pressure of large cities with the construction of small towns,the "ecological circle mode" of overall regional planning based on the principle of garden city,and the "low-carbon mode" characterized by green construction of facilities are worth learning from;At the same time,in carrying out Ecological Reflection on the development of urbanization in foreign countries,we must deeply realize that high urbanization rate is not the only indicator of modernization,and deeply learn from the painful lessons that blind urbanization "big development" will inevitably lead to ecological damage and environmental pollution,resulting in ecological crisis,and disorderly urbanization expansion will inevitably lead to serious "urban disease",We should warn that China’s new urbanization should not repeat the mistakes of western countries in "pollution before treatment" and "development before protection".To get out of the plight of green development in the process of new urbanization,we need to break the institutional barriers,supplement the institutional weaknesses,fill in the weak points of mechanism support,optimize the implementation path,and create a new scientific and reasonable pattern of new towns in an all-round way.At the institutional level,build a new urbanization green development system that is unified,complete,scientific,standardized and efficient in three aspects:source prevention,process strict control and end inspection and supervision.First of all,in the aspect of source prevention,the root cause system of urbanization green development,which is "prevention before it happens",will be advanced to build a "firewall" for green development;Secondly,in terms of strict process control and governance,we should embed the binding and incentive systems for the green development of new urbanization,weave the institutional cage of urban environmental protection and urban development and utilization,and restrict and encourage various subjects in the process of new urbanization to implement the green development policy guidance;Finally,in terms of terminal supervision and governance,we will strengthen political performance evaluation,leading cadre responsibility system and administrative law enforcement,build a solid backing for the green development of new urbanization,and help build a new urban pattern of "harmonious coexistence between man and nature".At the realization path level,the realization path of new urbanization green development is built from four aspects:optimizing the urban system,urban ecological construction,urban environment-friendly society and urban green governance.First of all,build a harmonious urban spatial layout between man and nature,build a green urban cluster of "ecological co construction and environmental co governance",and coordinate the green spatial layout of county-level cities and towns,so as to optimize the path of urban system and form an ecological priority urbanization spatial pattern;Secondly,carry out the construction of new ecological livable cities,such as green,low-carbon,smart,sponge,resilient and humanistic cities,and build green low-carbon buildings in cities and towns,so as to optimize the path of urban construction system and form a green development mode of urban construction;Finally,we should promote the greening of urban production mode,lifestyle and ecological mode,form a "heaven and man in one" urban green development pattern,and build an ecologically livable and beautiful city.
