| The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China(CPC)proposed that during the 14 th Five-Year Plan period,China will achieve the goal of "remarkable achievements in the green transformation of production and lifestyle".This is the first time that the central government has included "green transformation" in the five-year plan,which shows that it is the general trend to promote the transformation of the economy towards green direction.How to achieve green transformation?According to the Neoclassical School,the intervention of policies is needed,in which technological progress plays an important intermediary role.Therefore,the logic to achieve this goal is to design appropriate environmental regulations to promote the development of technological progress and thus achieve green transformation.However,technological progress is directional,that is,environmental technology can be biased towards polluting technology or clean technology,so the purpose of policy design is not only to improve the technology level,but to lead to the direction of clean technology.The question explored in this paper is how environmental regulations should be designed to effectively promote the evolution of environmental technology towards clean technology and to form the clean technology bias effect.Explore from the process of improving the classical model of environmental technology-AABH model,deduced under the condition of the dispersed economy single regulation failed to lead to clean technology bias effect,but under the condition of social planners,various tools combination can lead to clean technology effectively bias effect,the three chapters in this conclusion on the basis of empirical analysis.Firstly,the effects of current environmental regulations on clean technology innovation are evaluated.Based on the evidence of listed companies in China,this paper analyzes the new Environmental Protection Law as a quasi-natural experiment by using the differential method,and concludes that the new Environmental Protection Law does not lead to clean technology innovation of enterprises,that is,there is no clean technology bias effect in the short term.Based on this conclusion,the further analysis of the heterogeneity of enterprise import and export,enterprise age,enterprise competitiveness,and the region where the enterprise is located shows that the effects produced by different enterprises are different.These conclusions are conducive to a more comprehensive and micro study of the clean technology innovation effect of the new Environmental Protection Law.Secondly,explore the mechanism of environmental regulation on clean technology innovation.According to the mediation effect analysis,a basic conclusion is drawn:the new Environmental Protection Law has both direct and indirect effects on enterprises’ clean technology innovation,so the impact path is divided into two indirect and three direct impact paths.Two indirectly affect the path specification: due to the strength of the new journal of environmental law is bigger,so require companies to do it immediately to reduce pollution emissions,but in order to cope with the intensity of the regulation of larger companies will be through the practice of "get rich quick",such as purchasing equipment and technology to reduce emissions at the end,or the pollution department moved into the area of regulation strength is low,these behaviors will lead to increased business fixed investment,and then out of the enterprise R&D input,the serious influence the enthusiasm of the enterprise research and development,thus inhibiting the clean technology innovation.The three direct impact paths: the new Environmental Protection Law has a significant effect on pollution reduction,but does not have a significant inhibiting effect on enterprise TFP and enterprise performance,indicating that this regulation has a certain policy bias when it plays a role in the environmental field,and only has a certain inhibiting effect on enterprises’ clean technology innovation.Based on the analysis of enterprises of different ownership,it is found that the new Environmental Protection Law inhibits state-owned enterprises.Since state-owned enterprises are the main body of clean technology innovation,it will have an obvious inhibiting effect on the whole clean technology innovation.When combined with other policies,it is found that the lack of coupling between high environmental subsidies and the new Environmental Protection Law is also the direct cause of the inhibition effect.Finally,the long-term effects of environmental regulation on clean technology innovation are analyzed.Due to the limitations of the new Environmental Protection Law as a single regulation,environmental subsidy policies need to be introduced as a supplement.In the long run,the reasons leading to the short-term inhibition effect are changing: the effect of clean technology innovation is gradually exerted,the substituting ability of clean products to polluting products is increasing,and various regulations can be more effective to lead to clean technology innovation.Based on this,the numerical simulation method is used to fit that the combination of various regulatory tools can effectively lead to the enterprise clean technology innovation and form the enterprise clean technology bias effect.To sum up,although there is some particularity in the play of Porter effect in China in the short term,it proves the inevitability of its occurrence in the long term.Thus,a logical system is formed to fully verify the Porter Hypothesis,so the Porter effect can be described as a nonlinear trajectory with J-shaped changes. |
