In today’s world,state-owned enterprises(SOEs)are the micro subjects of a government’s economic regulation.Different countries have different national conditions and development models,and state-owned enterprises in each country have different development paths and management systems,while they are all facing the problem of further reform and adjustment.The state-owned enterprises in ASEAN countries were formed and developed in the process of post-war economic take-off and structural reform,showing the inherent characteristics and disadvantages under the mixed economic system,which also forced ASEAN countries to speed up the reform and adjustment of state-owned enterprises in recent years.At present,the reform of China’s state-owned enterprises is in a critical period.The development and reform of state-owned enterprises in ASEAN countries provide useful experience and lessons for the reform of China’s state-owned enterprises.Under the guidance of Marxist theory of political economy,this research is based on new structural economics,public goods theory and modern enterprise theory,using the methods of literature analysis,comparative analysis,qualitative analysis and quantitative analysis,as well as field investigation and case analysis,expounding the formation and development of ASEAN state-owned enterprises from the perspective of macro-economic system evolution,focusing on the basic situation and macro-stability function of ASEAN state-owned enterprises,analyzing the policy measures,effect and problems of state-owned enterprise reform.As a result,this research provides the beneficial reference for the state-owned enterprise reform under the new era background of our country.The dissertation consists of four parts and seven chapters,they are introduction(chapter 1),literature review and theoretical basis(chapter 2),main body and conclusion(chapter 7).Part one(chapter one):Research design of ASEAN state-owned enterprises.Based on the importance of state-owned enterprises,the economic similarity between China and ASEAN,and the particularity of ASEAN state-owned enterprises,the research objectives,significance,approach,methods and innovations of ASEAN state-owned enterprises are expounded.Part two(chapter two):Theoretical analysis of ASEAN state-owned enterprises.As an important form of public ownership,state-owned enterprises have gone through three periods:free capitalism,monopoly capitalism and socialist market economy.The research on theory,practice and reform of state-owned enterprises dates back to the 1970s.The previous academic research on ASEAN state-owned enterprises mainly focused on national research,and lacked the overall research on the general characteristics of ASEAN state-owned enterprises,which reflecting the thoughts of free economy popular and academic prejudice to state-owned enterprises.At present,there are few studies in this field,except for Singapore,Indonesia and Vietnam,most of which are concentrated in the 1990s.Thus,the existing research results and data are relatively backward,which makes a huge contrast to the "passion"of large number of scholars who addicted to the research of Chinese domestic state-owned enterprises and highlights the academic value and theoretical significance of researching south-east Asian nations(ASEAN)state-owned enterprises.Part three(chapter three,chapter four,chapter five and chapter six):From the perspective of history this research analysis the universality of the world’s major countries’state-owned enterprises,as well as comparing the historical origin and evolution of ASEAN state-owned enterprises.Meanwhile,this research illustrates the importance role of ASEAN of state-owned enterprises from the aspects of changing the structure of the colonial economy,promoting the development of national economy,ensuring the labor employment and guaranteeing the key economic departments’independent development.Factors like common characteristics of ASEAN state-owned enterprises,the parasitic corruption of the system and the convergence of traditional and non-traditional competitors,bring severe challenges to the development of ASEAN state-owned enterprises.The reform of ASEAN state-owned enterprises is the inevitable requirement of the development of productivity and the result of the comprehensive development of domestic and foreign environment.In combination with its reform objectives and orientation,ASEAN countries have carried out reform and various policies on state-owned enterprises,centering on the top-level design of reform and legislation,transformation of state-owned enterprises and implementation of structural optimization strategy,presenting a relatively systematic reform framework of ASEAN state-owned enterprises.Through the efforts of successive governments of ASEAN countries,the rectification work of state-owned enterprises in ASEAN has achieved initial results and shown a positive trend.However,the profitability of ASEAN state-owned enterprises is worrying,which is manifested in the lack of supervision and management,low operational efficiency,low marketization degree,prominent structural contradiction of state-owned capital,and further intensified competition.As far as their prospects are concerned,the development prospects of ASEAN state-owned enterprises are generally good,but their sustained profitability is worrying.Many state-owned enterprises are still in crisis due to financial instability,and their development space is restricted in many ways,except for some individual state-owned enterprises in some countries.Part four(chapter seven):Conclusion and implications of the research on ASEAN state-owned enterprises.Through theoretical discussion and research analysis on ASEAN state-owned enterprises,this research draws the following four conclusions:First,ASEAN state-owned enterprises play an important role and their mechanism needs to be improved.Second,development is faced with many challenges,restricting the healthy development of state-owned enterprises.Third,the reform of state-owned enterprises is a major strategy to develop the economy.Fourth,the future is cautiously optimistic,the development space is limited.Thus,Government-led holding,introduction of private capital,"state-owned private enterprise" to ensure the status of the major shareholder of the state,improvement of the social security system,Southeast Asian characteristics of the management system,and keep balance between equity and efficiency,are the beneficial experience of the reform of ASEAN state-owned enterprises.Based on these,around the core tasks of the reform of our stated-owned enterprises,some policy suggestions are put forward in order to realize the transformation of state-owned enterprises from government appendages under the traditional planned economy system to independent "new state-owned enterprises" that adapting to the requirements of the market economy system. |
