Talent training is the core function of modern universities and the central task of discipline development.The cultivation of talents in the new era shoulders a new mission and bears the historical responsibility of implementing the cultivation of morality and cultivating new talents of the era.The cultivation of talents in the new era is rejuvenated,which coincides with the development opportunities of educating people and serving the overall situation.In the report of the 20 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that"education,science and technology,and talents are the basic and strategic support for the comprehensive construction of a modern socialist country." It is necessary to adhere to the principle that science and technology are the primary productive forces,talents are the primary resources,and innovation is the primary driving force,and deeply implement the strategy of rejuvenating the country through science and education,the strategy of strengthening the country with talents,and the strategy of innovation-driven development",fully demonstrating the prominent position of talents in the modernization construction and the national development strategy,on this basis,emphasizing "persisting in educating people for the party and the country,comprehensively improving the quality of independent training of talents,and striving to create top-notch innovative talents",profoundly expounding the necessity and urgency of accelerating the pace of personnel training and improving the quality of talent training.It points out the development direction and provides basic compliance for the cultivation of talents in the new era.The "Standards for the Construction of Ideological and Political Theory Courses in Colleges and Universities" issued in 2021 also emphasizes the need to promote the overall promotion of the cultivation of talents integrating Marxist theoretical disciplines."In the new journey of building a strong country and national rejuvenation,we must unswervingly promote high-quality development." Based on this,promoting the high-quality development of talent training in ideological and political education is an important measure to meet the needs of the times and follow the trend of the times,and it is a major issue that combines endogenous needs and external driving forces,and has both practical significance and theoretical value.Through the construction of a high-quality talent training system,reform,innovation and improvement of the concept within the system,we break through the development dilemma,solve the imbalanced,insufficient and uncoordinated problems existing in the development process,achieve the core goal of cultivating high-quality talents in ideological and political education,and achieve the fundamental purpose of improving the quality of discipline talent training.The paper focuses on seven parts :The first part,on the basis of combing the research results at home and abroad,clarifies that the demonstration of the high-quality development of ideological and political education discipline personnel training follows the " ought-to-be-actual " promotion idea : first,from the perspective of semantic connotation and theoretical basis interpretation,it makes a theoretical analysis of the high-quality development of discipline personnel training,and then describes the overall picture of the high-quality development of discipline personnel training based on the demands of the times and problem orientation,and clarifies the goal mission,high-quality standards and basic dimensions of the high-quality development of discipline personnel training.Then,on the basis of accurately determining and focusing on the four dimensions of talent training,this paper deeply discusses the concept guidance,content construction,mode innovation and team building of the high-quality development of discipline talent training,and answers the fundamental questions of what kind of talents should be trained,how to train talents and for whom to train talents in the discipline of ideological and political education.Finally,it focuses on the cultivation of high-quality subject talents,and systematically explores the practical countermeasures to effectively promote the high-quality development of subject talents under the actual state.The second part,systematically expounds the basic theoretical issues of talent training in ideological and political education,ensuring that the research is clear in theory and well-founded in discussion.Starting from defining the basic domain of high-quality development and analyzing the core essence of high-quality development of education,the connotation of high-quality development of talent training is deeply analyzed.Taking the Marxist concept of development and quality,the theory of all-round development of human beings and the theory of total quality management as the starting point,we can effectively sort out the theoretical basis for the high-quality development of discipline personnel training.Facing the national social development and discipline construction in the new era,the goal and mission of high-quality development of discipline talent training are put forward.Based on the analysis of the demand for the improvement of the core literacy of ideological and political education talents,the high-quality standards for the cultivation of subject talents are set.Adhere to the problem orientation to clarify the basic direction of the high-quality development of subject talent training.The third part,in the sense of pursuing transcendence and guidance,promotes the concept of high-quality development of discipline talent training.Reflection is the premise.Through the multi-dimensional examination of the concept of talent training in traditional disciplines,it is pointed out that there are some problems such as the deviation between the combination of knowledge standard and individual standard.Inheriting is the foundation,inheriting the idea of cultivating talents in traditional disciplines,adhering to the core ideas of moral education and new development concepts;innovation is the key.Concept innovation should realize the unity of knowledge ability quality and value shaping,the unity of people-oriented and quality improvement,the unity of serving the construction of a powerful country and serving individual development,and the unity of adapting to social needs and considering future development.The implementation is the purpose.The concept of high-quality development of discipline talent training should lead the renewal of training objectives,the reform of teaching system,the revision of training programs and the construction of discipline culture.The fourth part,in the sense of pursuing balance and appropriateness,promotes the content construction of high-quality development of subject talent training.Based on the perspective of discipline development,the overall resources of discipline development are mobilized by systematic thinking to serve the training of discipline talents.In the subject teaching,we should fully absorb the teaching resources,reform the teaching concept and teaching content,and provide theoretical nutrients for the cultivation of subject talents.In scientific research,we should stimulate academic interest,strengthen the training of theoretical thinking,pay attention to the guidance of academic norms,and expand academic space for the cultivation of subject talents.In social services,we should focus on service needs,establish service awareness,broaden service types,improve professional skills,unblock service channels,refine practical skills,and expand research content based on service projects,so as to broaden the practice field for discipline personnel training.In terms of cultural inheritance and innovation,we should increase the supply of high-quality culture,stimulate the educational potential of different forms of culture,and broaden the cultural horizon of subject talent training.The fifth part,in the sense of pursuing synergy and integration,promotes the innovation of the way of high-quality development of subject talent training.We should attach importance to the participation of all staff,adopt the cooperation of government,industry,university and research to cultivate ideological and political applied talents,and promote the coordination of training subjects by enriching the content and mode of cooperation training,establishing the strategy and mechanism of cooperation training;it emphasizes the integration of the whole process,implements the integration of undergraduate,postgraduate and doctoral education to cultivate high-level ideological and political talents,and promotes the coordination of training levels by coordinating the integration of professional textbooks,integrating professional courses,formulating progressive training programs,and ensuring the continuity of discipline and professional development policies.Promote comprehensive integration,use interdisciplinary training of ideological and political innovative compound talents,and promote interdisciplinary collaboration by integrating interdisciplinary knowledge,adding interdisciplinary courses,encouraging interdisciplinary research,and uniting interdisciplinary mentor teams;promote global coordination,implement international exchanges and cooperation to cultivate international talents for ideological and political modernization,and promote international and domestic coordination by unblocking international communication channels,building cooperation platforms,innovating training models,and participating in cooperation topics.The sixth part,in the sense of pursuing support and guarantee,promotes the team construction of high-quality development of subject talent training.In the call of the times of overall situation and change,challenges and opportunities,subject teachers should focus on improving their ideological value guidance ability and subject talent training ability;under the new situation in the new era,the construction of subject teachers should focus on the improvement of teachers ’ core literacy,and create a high-quality and high-quality teacher team to provide a solid teacher guarantee and human support for the high-quality development of subject personnel training;however,in reality,the team structure,overall quality,professional development of young teachers,evaluation and guarantee mechanisms are the key factors that affect and constrain the construction of subject teacher teams;Therefore,it is necessary to focus on optimizing the structure of the teaching staff,unblocking the channels of professional development,innovating the evaluation mechanism and improving the guarantee mechanism to clear the crux and break the dilemma.The seventh part,in the sense of pursuing high quality and comprehensiveness,explores the practical countermeasures for the high-quality development of subject talent training.Focusing on the goal of cultivating high-quality talents in ideological and political disciplines,we should widely condense the ideas,objectives,methods and value consensus of casting souls and cultivating talents in ideological concepts;in terms of content optimization,we should comprehensively promote the multi-faceted interaction of talent training,jump out of the thinking set of the opposition between teaching and scientific research,promote the interactive symbiosis of teaching reform,academic development,social services and cultural atmosphere,and enable the high-quality development of discipline talent training.In the way of innovation,we should focus on promoting the diversity and coordination of training methods,and implement the cooperation of government,industry,university,research and research,the integration of undergraduate,postgraduate and doctoral training,interdisciplinary training and international cooperation training;in terms of team guarantee,we should build a high-quality,professional and innovative subject teacher team,and devote ourselves to the knowledge imparting,ability training,quality improvement and value shaping of subject talents.To sum up,striving for the high-quality development of talent training is an important mission and task for the construction and development of ideological and political education in the new era,which is related to the passing on of the torch of discipline development and successors,and even more related to the sustainable development of ideological and political education in the new era.As a complex system engineering,innovation project and education project,the high-quality development of personnel training in ideological and political education is still in the stage of continuous progress,reform and improvement.Every scholar of ideological and political education should continue to strive for this unfinished great cause with a high degree of consciousness,and help the cultivation of talents in ideological and political education to advance steadily with high quality.
