It is an important way that making higher education admission policies to organize the admissions of colleges and universities orderly in China,which is a part of the college entrance examination system.Into China’s new era,Communist Party of China(CPC)and our government attach the importance of equity in education,and the development goals of education that satisfies the people and equity and quality education have inspired people.General Secretary Xi Jinping delivered the report on 20 th National Congress of the Communist Party of China that clearly defined the mission of higher education as cultivating talent for the Party and the State and proposed the task of adhering to the people-centered development of education,accelerating the construction of a high-quality education system,developing quality education,and promoting educational equity.The new goal of educational equity development after the 20 th CPC Central Committee.This has become the background of this study,and the direction of this study is to make efforts to achieve high quality and equity.This study takes the equity of higher education admissions policies as the research theme and analyzes the value of equity,including theoretical and practical components.educational equity is a value pursued by higher education enrollment policy as a policy goal.Equity is an attribute of the policy itself,and the higher school admissions policy with equity ensures that equity value becomes a reality.The difference between them lies in the roles they play in higher education enrollment policies.This study uses literature method and survey research method,and introduces cases appropriately in the process of exposition,which further enhances the readability and scientificity of this study.First,the theoretical basis for constructing a study on the equity of enrollment policies in China’s higher education institutions is the analysis of the theoretical components of policy value analysis.This study believes that equity is historical,developmental and specific.The development of equity in the admissions policies of our higher education institutions is provided by Chinese equity theory.The development goals and requirements of Chinese educational equity into the new era are elaborated in the important discourse on education by Xi Jinping’s Educational Philosophy to further promote educational equity and is an appropriate combination of ideal value and realistic value,and is the most cordial worldview and methodology to explain the equity of higher education access.This study takes the three aspects of adhering to the people-centered development of education,entering the main contradiction in the field of education in the new era and running a fair and quality education as the theoretical basis for the discussion,and proposes the value composition of the equity of higher education enrollment policy,including people-centered development of education,equality,competition and diversity,as the framework for the whole article.The framework is based on Xi Jinping’s Educational Philosophy,the Constitution and Laws,and taking into account the stage of development of higher education in China and the reform direction of college entrance examination.People-centered development of education is the core of the value composition;equality is the objective basis of quality equity;competition is the key to the admission process in addition to the competitive selection of the entrance examination itself;diversity is the key to provide fair quality.Second,based on the basic requirements and objectives of people-oriented development of education,equality,competition and diversity,we will sort out the contents,characteristics and achievements of the changes of equity in enrollment of higher education institutions in China in each historical stage from three aspects: enrollment conditions,enrollment plan and admission process.In terms of the historical stages,this study is divided into three periods and proposal from October 1949 to December 1978,the initial stage of higher education admissions policies equity;the stages of development of n higher education admissions policies equity from December 1978 to November 2012;and the period from November 2012 to the present.Enter the new era of socialism with Chinese characteristics,further development stage of it.From this part,the practical component analysis of policy value analysis is carried out.Thirdly,we summarize the problems of equity,analyze the causes and put forward corresponding suggestions to improve the equity of the policy in comparison with the requirements and goals of the value components of equity in the light of the changes of the equity of our higher education admissions policies.In this line stage,In the process of summarizing the problem of policy implementation,Colbach’s policy analysis framework is applied to analyzing the causes and propose corresponding suggestions to improve the equity from the policy subject and policy environment.This study finds that people-centered development education,equality,competition,and diversity play different roles,and the four value components themselves are fully valued and utilized in their implication and derived value requirements and goals,and are sequential and hierarchical in the task of enhancing policy equity.The realistic starting point of this study is in the contradiction between people’s growing need for quality higher education and unbalanced and insufficient development into the new era,and the theoretical foundation is in the important discourse on education of Xi Jinping’s Educational Philosophy and Colbach’s policy theroy,as well as the value composition of equity of higher education admissions policies supports the logical analysis of the whole paper.
