Socialism with Chinese characteristics has entered a new era,which is not only China’s higher education,but also a new historical orientation for the development of Ideological and political education in Colleges and universities.In the new era,with the arrival of the “Internet Era”,“all media era”,“new media era”,“big data era” and“cloud era”,the Internet is giving birth to an unprecedented great change,its important role in the field of education is becoming more prominent,and the work pattern of higher education is being reshaped.In the new era,we often say that winning the Internet is equal to winning the youth group.In terms of holding the banner,gathering the hearts of the people,educating new people,promoting culture and displaying image,the largest variable of network ideological and political education is becoming the largest increment of Ideological and political work in colleges and universities.The effect and quality of network ideological and political education in Colleges and universities,and how colleges and universities better combine the Internet with ideological and political education,online and offline education,traditional education and emerging technologies are related to the effectiveness of education,builders and successors.In 2017,the Ministry of Education issued the implementation outline of the project to improve the quality of Ideological and political work in Colleges and universities,in 2020,the Ministry of education and other eight departments issued the opinions on accelerating the construction of the ideological and political work system in Colleges and universities,and in 2021,the CPC Central Committee and the State Council issued the opinions on strengthening and improving ideological and political work in the new era,Both will establish a scientific and effective evaluation system as an important content to evaluate the quality or effectiveness of Ideological and political education.As an important branch of network ideological and political education in Colleges and universities,its quality evaluation is an era topic rooted in China.At present,some research achievements have been made in academic research and some regular understandings have been formed.How to comprehensively and systematically measure its effect and quality? It is an inevitable choice to build a scientific quality evaluation mechanism that meets the needs of the times.Guided by Marxism and on the basis of absorbing domestic and foreign,multi-disciplinary and multi-field research,this study follows the research route of“ theoretical logic--evaluation logic--implementation logic--application logic--practical logic”,strive to provide ideas and Enlightenment from five aspects:the connotation and extension of the quality evaluation of network ideological and political education in Colleges and universities in the new era,the theoretical basis of evaluation,the construction of evaluation indicators,the implementation of evaluation organization,the specific application of evaluation,and the path to improve the quality of network ideological and political education.Chapter one: The basic theory of quality evaluation of the network ideological and political education in colleges and universities in the new era.Clarifying the connotation of the quality of network ideological and political education in Colleges and universities in the new era is of great significance for building a scientific evaluation index system and organization and implementation system,and promoting its innovative development.Firstly,this chapter expounds the essential connotation of network ideological and political education in Colleges and universities in the new era.On the basis of clarifying the development context of network ideological and political education in Colleges and universities,it focuses on clarifying the concept definition and basic characteristics of network ideological and political education in Colleges and universities.The existing academic views have different discussions in different historical periods.This paper believes that "environment theory" is more in line with the law and connotation of the current ideological and political education,which is the theoretical starting point of this paper.Secondly,this chapter starts with the definition of the concept of network ideological and political education quality evaluation in Colleges and universities in the new era,and explores its basic characteristics and evaluation elements.In addition,this chapter studies the theoretical basis to support the quality evaluation of network ideological and political education in Colleges and universities,which is the academic basis for evaluation research.In addition to taking Marxism and its related theories in China as the support,this paper seeks the methodological basis and knowledge reference of quality evaluation from Marxist philosophy methodology,education evaluation theory,ideological and political education essence and evaluation theory,as well as pedagogy,management,economics,communication and other disciplines.Chapter two: Index System of quality evaluation of the network ideological and political education in colleges and universities in the new era.Based on the analysis of the value orientation and basic principles of the construction of the evaluation index system,starting from the basis of educational policies and regulations,the basis of practice and reality,and the basis of the evaluation of related disciplines,this chapter fully draws on the beneficial experience of the establishment of quality evaluation indexes in the field of Ideological and political education at home and abroad,as well as the existing evaluation index system for the quality of network ideological and political education in Colleges and universities and the national evaluation system for the ideological and political education of college students,The “1+2+6+n” index system structure is constructed from the two wide-area dimensions of the quality of network ideological and political education in Colleges and universities in the new era(Network Ideological and political work)and the degree of goal achievement(Network Ideological and political effectiveness).The evaluation of system.Chapter three: The organization and implemention of quality evaluation of the network ideological and political education in colleges and universities in the new era.After solving the problems of “Why to evaluate”,“What to evaluate”,“What is the basis of evaluation”and “What is the content of evaluation”,we should further deepen the problems of “Evaluation objective”,“Who will evaluate”and “How to evaluate”.Combining the advantages and disadvantages of four evaluation models,namely,process model,performance model,project model and diagnosis model,the evaluation organization implementation system is constructed,from five aspects of evaluation target(evaluation work + Work Guidance),evaluation subject(self-evaluation + other evaluation),evaluation standard(objective + subjective),evaluation method(qualitative + quantitative),evaluation process(based on PDCA cycle management model),a complete evaluation model is formed.In the process of organization and implementation,the state description method and fuzzy comprehensive evaluation method are used to calculate the evaluation data to ensure that the evaluation results are scientific.Chapter four: the concrete application of quality evaluation of the network ideological and political education in colleges and universities in the new era.After discussing "the basic theory of evaluation","the evaluation index system" and "the organization and implementation of evaluation",this chapter selects three universities in XX Province as the experimental objects,and conducts experiments from the three aspects of establishing an evaluation group,carrying out specific evaluation,and obtaining evaluation results to test the current situation of the quality of network ideological and political education in experimental universities,and then analyzes the differences between universities and possible problems This paper analyzes the factors that affect the quality of network ideological and political education in colleges and universities from the perspectives of the educators’ own network education quality,the individual needs of the educatees and the internal and external environment of network education.This chapter provides a complete set of operation procedures for evaluation application through specific experiments,which to some extent verifies the scientificity of the indicator system in the evaluation,the rationality of the organization and implementation system,and the effectiveness of the evaluation results and conclusions,and puts forward the content to be improved in the next step.Chapter five:Ways to improve the quality of evaluation of the network ideological and political education in colleges and universities in the new era.The quality improvement of network ideological and political education in Colleges and universities in the new era is the starting point and foothold of this paper’s research on quality evaluation.The improvement path should be expanded and unified in“breadth” and “depth”.Based on the application of quality evaluation,this paper constructs a set of quality optimization scheme that conforms to the development law of network ideological and political education in Colleges and universities in the new era,organically integrates the three-dimensional resource allocation pattern of “three integrity education” based on the “great ideological and political”education concept with the education concept of “teaching” and “receiving”that is committed to solving the problem of the matching degree between the subject and object of education,and discusses The way to improve the quality of network ideological and political education in Colleges and universities is to put forward specific countermeasures to strengthen and improve the network ideological and political education in Colleges and universities in the new era from the four aspects of “educational security-educational subject-educational new technology,using new tools,applying mathematical methods and tools(such as Delphi method,analytic hierarchy process,state description,fuzzy comprehensive evaluation,and SPSS,Excel Analysis Tools)to evaluation,this is the innovation of this article.The research on the quality evaluation of network ideological and political education in colleges and universities is a dynamic and contemporary proposition.With the change of the situation and the deepening of related research,this research will be more professional and scientific.
