As Higher Education governance modernization proceeds,the inner governance in university has been put emphasis on.To adapt the change from university holding school to school holding university,Chinese world-class universities need to realize the idea that those professors govern school and to make the Academic Senate of School function well.But the function of the Academic Senate of School has been unknown and the understanding deficit results in rare suggestions for the good governance for Academic Senate of School.Therefore,it is significant to know the ideal function of Academic Senate of School in Chinese world-class universities and to explore the effective model of Academic Senate of School.This study firstly selected three topics including of school establishment,school governance and academic senate running to do literature review to find it significant to study Academic Senate of School in world-class universities.Secondly,this study selects Organization Theory and Structural-functionalism as theory basis to construct the ideal function of Academic Senate of School in Chinese world-class universities and deduce the whole analysis framework.Thirdly,this study selects qualitative research paradigm to collect the research material from three Chinese world-class universities to indicate the real status and influencing factors of academic senate of school.Finally,some research recommendations and some research conclusions are concluded from the whole research analysis.From theory perspective,to construct the ideal function of academic senate of school in Chinese world-class universities is necessary.Based on Organization Theory,the schools of world-class universities have various organization attributes containing academic attribute,economic attribute,bureaucracy attribute and politics attribute.Academic attribute is the fundamental attribute of school,which decides that the function of academic senate should be responsible for academic decision in school academic decision.Structural-functionalism decides that the function of academic senate is limited due to the diverse structure consisting of power system,institutional system,culture system and personality system,which construct the whole study framework.The ideal function of academic senate of school in Chinese world-class universities is regarded as a comparatively independent academic decision system,the highest academic decision institute of school and cooperating well with the administrator in school.Academic senate of school has true academic power in recruiting professional teachers,academic promotion and appraisal for award or prize and other academic issues and it should be supervised by the Academic senate of university.The academic senate of school in Chinese world-class universities should comply with co-governance logic,academic logic and limited logic to function well in school governance.From the real function of academic senate of school in Chinese world-class universities based on the framework of intervention degree and governance effect,there are four types.The Symbol Type contains of administrators,limited to university power,whose members are the executive and this institute plays symbolized role in school governance.The members of the Symbiotic Type are mainly responsible academic professors and this institute plays substantial role in academic recruiting and academic promotion of school.The members of the Conflict Type are totally the academic professors,the function of the academic senate of school is limited to the dean and Joint Committee of the Party and the government and this institute plays minor role in school governance.The Suspension Type contains of the academic professors and executive professors members of academic senate of school and this institute plays a little role in school governance.Among the four types,the Symbiotic Type is the most effective academic senate of school based on the governance value and governance risk.To construct effective academic senate of school,Chinese world-class universities should adopt four measures.Firstly,the school should establish rational institution,including university chapter and school chapter and so on,enhancing institution identity and adjusting institution in time.Secondly,the university gives enough power to school and academic power and executive power in school coordinate well.Thirdly,cultivating trust culture in case of some unhealthy culture including Xueyuan culture,Guanxi culture and Quanzi culture infiltration.Finally,to cultivate independent personality to have enough morality,rationality and ability to participate in school governance.There are two research findings.Firstly,the function of academic senate of school can be divided into four types in the school governance in Chinese world-class universities,including the Symbol Type,the Symbiotic Type,the Conflict Type and the Suspension Type.Secondly,there are four criteria including independence,efficiency,legitimacy and validity to evaluate the function of academic senate of school in Chinese world-class universities. |
