Research On The Legitimacy Foundation Of University Effective Governance And Its Construction In China

In recent years,with the deepening of university governance reform,people pay more and more attention to the issue of effective university govermance.As an ideal target state of university governance,the practical level of effective governance actually depends on the cumulative degree of legitimacy basis of effective governance,that is,the higher the degree of accumulation of legitimacy basis of effective governance,the more higher practice level of university governance can be demonstrated,the better practice of good law and good governance of university governance can be promoted.Therefore,whether from the theoretical logic of university effective governance or from the practical needs of university effective governance,the legitimacy of university effective governance has always been the source problem of university effective governance research,and also the key and difficult problem of university effective governance reform.In this way,from the perspective of legitimacy,a comprehensive and in-depth discussion on the fundamental issue of the legitimacy basis of effective university governance will undoubtedly be closer to the essence of university governance and the truth of effective university governance.Therefore,this study from the perspective of legitimacy,in accordance with the logic clue of theoretical construction-historical carding-reality investigation-reform conception,comprehensively uses the research methods of concept interpretation,historical research and text analysis to explore the legitimacy basis and practical construction of effective university governance from four aspects:theoretical discussion,historical investigation,reality review and reform conception.This paper conducts a comprehensive and in-depth study on this issue,systematically discusses the theoretical connotation of the legitimacy basis of university governance,comprehensively combs the historical process and the logical clues of the evolution of university governance reform in China since 1949,and deeply analyzes the legitimacy dilemma and institutional causes of university governance reform,and puts forward a series of suggestions on the promotion of effective university governance in China.Specifically,the legitimacy basis of effective university governance refers to a set of value criteria or belief system generally recognized and followed by the stakeholders inside and outside the university.It is an important value basis for the government to effectively govern the university and the university itself,and is also the important point for the modernization of higher education governance to realize the unification of the effective governance of the government and the effective governance of the university we need value basis.In addition,in order to meet the regular requirements of the modern university organization as an educational academic organization with multiple characteristics for the effective governance of the university,as well as the purposive demands of the multiple stakeholders inside and outside the university organization,such as the state,society,market,university,etc.,the effective university governance gradually forms a set of autonomy,democracy,professionalism and efficiency and publicity are the core value systems.They are interrelated and influence each other,forming an organic whole that promote the benign practice of effective governance reform of universities and provide strong legitimacy support for effective governance of universities.However,from the perspective of historical and practical development,in order to meet the practical needs of the state and other stakeholders for the construction of university governance order in a specific period,since the founding of new China,China’s university governance reform has gone through the stage of comprehensive governance dominated by political legitimacy(1949-1977),the stage of restoration and adjustment of university governance order(1978-1989),the stage of marketoriented reform led by efficiency legitimacy(1990-2009)and the stage of public governance reform dominated by multiple legitimacy(2010-present).Under the promotion of the government’s administrative power,the legitimacy basis of university governance,such as autonomy,democracy and effectiveness,has been constructed and reconstructed.Especially,university governance has been incorporated into the national governance system,and the top-down embedded governance has gradually formed the university governance paradigm dominated by the government administrative power and participated by multiple subjects.Under this governance paradigm,China’s university governance overemphasizes the unilateral satisfaction of the external legitimacy of the government,neglects the effective construction of the university organization itself and its internal legitimacy foundation,and this leads to the university governance in China deeply constrained by the government and the administrative power of the university,and suffers from the problem of "administration" of university governance.This not only brings many practical problems such as "fragmentation","superficialization" and "involution",but also damages the practical effectiveness of university governance.In addition,it has seriously hindered the practical construction of the legitimacy basis of university governance,such as autonomy,democracy,professionalism,effectiveness and publicity,exacerbated the legitimacy crisis of university governance,and made university governance fall into the embarrassing situation of "inefficient governance".Therefore,in order to effectively alleviate the legitimacy crisis faced by China’s university governance and promote the effective construction of the legitimacy basis of university governance,China’s university governance urgently needs to start from the effective governance of university organizations themselves,optimize the design and re-integration of governance elements such as university governance power,governance structure,governance process,governance capabilities and governance culture,so as to enhance the efficiency of university governance,release the innovative potential of effective university governance,and promote the multiple legitimacy of effective university governance Effective construction of the foundation.Specifically,China’s university governance reform needs to focus on the following aspects:first,in terms of power design,promote the public design of university governance power,and promote the full development of university governance public communication rationality;second,in terms of structure reform,promote the flat development of the university governance system,and strive to build a democratic and open university governance field;third,in terms of process optimization,promote the legal construction of university governance,and promote good law and good governance of university governance;fourth,in terms of the capacity shaping,promote the systematic development of university governance capabilities and enhance the diverse governance capabilities of universities;fifth,in terms of cultural governance,promote effective governance of university culture and promote the coordinated development of university cultural value rationality and practical tool rationality.Only in this way can we fully stimulate the innovation potential of university governance subjects,fully release the practical efficiency of university governance system,promote the practical construction of the legitimacy foundation of university effective governance,and effectively meet the multiple legitimacy demands of university organizations with multiple stakeholders.To sum up,university governance research can be divided into "Value" Research(value level),"Tool" Research(tool level),"Structure" Research(structure level)and"Effect" Research(effect level).This study mainly discusses the theory of the way and technique of university governance.Through a comprehensive and in-depth study of the legitimacy basis and practice construction of university effective governance,it clarifies the legitimacy basis and construction logic of university effective governance from the value level,reveals the internal logic and institutional mechanism of the practice construction of the legitimacy basis of university effective governance,and provides reference for the reform of university effective governance innovative practice provides important theoretical guidance,so as to speed up the modernization process of university governance system and governance ability,and realize the goal of effective governance,good law and good governance.
