Promoting the modernization of the national governance system and governance capacity is a major proposition for the Communist Party of China to uphold and improve the socialist system with Chinese characteristics in the new era,and is the only way to realize the great rejuvenation of the Chinese nation.Frontier governance involves special governance issues such as national territorial sovereignty,ethnic relations,religious culture,and political identity,which is very different from national core regional governance.Security is the foundation of national governance.The border area is the risk superposition area of national territorial sovereignty security,the key infiltration and destruction area of ’ three forces ’,and the high risk area of ethnic and religious conflicts.From the perspective of safeguarding national security,the role of border governance is more prominent,which belongs to the core level of national governance.The proposal of the policy of " party,government,military,police and people " to strengthen the border defense has distinct characteristics of the times.From the current situation of borderland governance in China,the concept of borderland governance is in the stage of transformation from inter-ethnicism to regionalism,and the governance structure is expanding from unification to diversification.The goal of borderland governance has shifted from coordinating the contradictions in ethnic areas and ensuring the stability of borderland areas to coordinating the development of borderland areas and promoting common prosperity and progress.From the perspective of realizing the great rejuvenation of the Chinese nation,with the proposal of the " Belt and Road " initiative,China ’s borderland governance requirements have changed from " guarding the border " to " strengthening the border," and more emphasis has been placed on the concept of " interest borderland." It is necessary to take all the places involved in national interests as the scope of interest borderland,and build a national borderland governance strategy based on this cognition.From the perspective of the great changes that have not occurred in the world in a century,the game between the great powers under the influence of the Russian-Ukrainian conflict is more intense,which brings many uncertain factors to the border security.The border governance should pay more attention to the requirements of ’ security ’ and take the military and police as the important backbone of border security governance.There are still many deficiencies in the current border governance system and governance capacity.It is urgent and of great significance to promote the innovation of border governance model.Since the founding of the People ’s Republic of China,based on the special political,economic,cultural,religious and social environment in the border areas after liberation,China has always taken the maintenance of border security and stability as an important goal of border governance,attached great importance to the role of multiple governance subjects such as " military," " police " and " border residents," and put forward a series of important measures such as " joint defense of military and police," " joint construction of military and civilian " and " joint construction of police and civilian." In the new era,the implementation of the policy of strengthening border defense by the joint efforts of " party,government,military,police and civilian " has been introduced.It has embarked on a new path of border governance with Chinese characteristics.The key to giving full play to the effectiveness of the " party,government,army,police and people " joint efforts to strengthen border prevention and control is to explore and build a practical model of the " party,government,army,police and people " joint efforts to strengthen border defense policy.Based on the special governance subject,governance object,governance content and governance requirements in the process of border governance,this paper focuses on clarifying the governance objectives,governance responsibilities and governance methods of the five governance subjects of party committee,government,army,public security and border residents in border governance,and puts forward the governance objectives of adhering to strengthening the party ’s leadership in border areas as the fundamental,focusing on the realization of high-quality development in border areas,strengthening political identity as the basis,and strengthening border defense with joint efforts as the strategy.It is clear that the party committee should bear the function of coordination and control,the government agencies should bear the responsibility of formulating and implementing policies,plans and plans,and the army should bear the responsibility of safeguarding national security and border stability.The public security organs should bear the responsibility of maintaining social security and combating crime.The mass prevention organizations should organize and mobilize the masses and assist in governance work.They put forward three governance methods : comprehensive governance,collaborative governance and flexible governance,and then explore the deep governance model in the border areas.This paper further analyzes and studies the internal mechanism of the ’ party,government,military,police and people ’ joint efforts to strengthen the border defense policy.Starting from the political power structure of our country,based on the analysis of the administrative relationship,subordinate relationship and collaborative relationship between the five governance subjects of party committee,government,army,public security and border residents,this paper puts forward that ’ party organization ’ plays a core leading role in the joint efforts of ’ party,government,army,police and people ’ to strengthen the border defense system,and can not simply apply the governance theories of ’ multiple governance theory ’,’ collaborative governance theory ’ and ’ meta-governance theory ’,and puts forward the theory of ’ one core and multiple ’ border governance,which puts ’ party committee ’ at the top of each governance subject.It forms a leading relationship with other governance subjects,puts the government and other governance subjects on the same rank,and forms a collaborative relationship among the four governance subjects of government,army,public security and border residents.Starting from giving full play to the governance efficiency of the ’ party,government,army,police and people ’ joint efforts to strengthen border defense policy,this paper puts forward three mechanisms of platform connection,information sharing and incentive and restraint,and strives to solve the institutional obstacles to realize the efficient cooperation of multiple governance subjects,and forms the theoretical analysis framework of the ’ party,government,army,police and people ’ joint efforts to strengthen border defense policy.Based on the investigation and research of several border counties and cities in Inner Mongolia,the author visited the party committee,the government,the public security system,the border guards,and the Gacha herdsmen ’s home for discussion and exchange,and mastered the concrete implementation of the ’ party,government,military,police and people ’s joint efforts to strengthen border defense policy in the border areas of Inner Mongolia.Through analysis,the border areas of Inner Mongolia have created a lot of fresh practical experience in implementing the policy of ’ party,government,military,police and people ’ working together to strengthen border defense.For example,the party member center household model,the establishment of grassland 110,the police into the team,the establishment of the border police room,the wisdom of border construction.At the same time,it is also found that the trend of " hollowing out " in the border areas,weak infrastructure,insufficient coordination among various governance subjects and other practical contradictions have found the problem targets to promote the transformation and upgrading of the " party,government,military,police and civilian " joint efforts to strengthen the border defense policy.In view of the current practical experience and the main contradictions in the border areas of Inner Mongolia,based on the analysis of the mechanism of the " party,government,military,police and people " joint efforts to strengthen the border defense policy under the " one nuclear and multiple " governance theory,this paper believes that promoting the transformation and upgrading of the " party,government,military,police and people " joint efforts to strengthen the border defense policy needs to focus on the following four aspects.First,build an organizational system with complementary advantages and clear responsibilities.Based on the " one core and multiple " theory proposed above,the division of the hierarchy of each governance subject is clarified,and the division of governance responsibilities of each governance subject is clarified to form a modern frontier governance organization structure with complementary advantages and clear powers and responsibilities.The second is to build a complete and orderly system.Focusing on improving the level of rule of law in border governance,we will fix the practical results of the ’party,government,military,police and people ’ joint efforts to strengthen border defense policy in the form of institutional mechanisms,and improve the standardization,standardization and legalization of border governance.The third is to build a global,intelligent and efficient information system.Taking the opportunity of strengthening the construction of intelligent border areas,we will improve the coverage of information collection in border areas,establish a big data analysis center for real-time analysis,realize the timely and efficient circulation of party,government,military,police,civil intelligence information and command information,and improve the digital and information level of border governance.The fourth is to build a positive incentive and reverse incentive constraint system.By clarifying the assessment authority,standardizing the assessment organization,constructing the assessment indicators,and clarifying the application of the assessment results,we can enhance the enthusiasm and initiative of the governance subjects to participate in border governance,and improve the governance kinetic energy of the ’ party,government,military,police and people ’ to work together to strengthen border defense.
