| Fighting corruption and clean administration governance are the world’s toughest problems.The work of fighting corruption and building a clean administration in China’s colleges have made considerable progress since the18 th National Congress of Community Party of China,which is highly recognized by the Party and government.However,the increasingly complex and diverse social environment and inconclusive triggers determine college clean administration governance(CCAG)will always be “on the road”,which reflects the urgency and long-term nature of clean administration governance.To carry out the spirit of the Party’s 20 th National Congress Report,the clean administration governance should adhere to the basic principle of “people first”in the whole process of people’s democracy,and take “people’s satisfaction” as the value spirit,which is consistent with the connotation of performance logic,goal and value.College management belongs to public administration,which is an important part of the Party and the government’s governance system.It is the logical necessity of the application and development of the theory of clean administration governance to learn from governing notion of the government and introduce performance into CCAG,so as to form a new concept of clean administration governance performance.Meanwhile,the historical logic of the transformation of modern government governance mode and the realization of Chinese modernization calls for the performance evaluation of clean administration governance in colleges.Essentially,performance evaluation of CCAG is coupled with the high-quality development of higher education,which has important practical significances.Firstly,it can improve the rigidity of system implementation,strengthening discipline inspection and supervision,promoting decision-making democracy.Secondly,it also can scientifically test the effectiveness of clean administration governance and provide value orientation,measurement standard and dynamic integration for promoting CCAG.Thirdly,it improves public credibility of higher education by taking public satisfaction as the value orientation,so as to further achieve the goals of development of colleges,and fulfill the century commitment of running people’s satisfied education.The indicator system,which is the core of performance evaluation system of clean administration governance,determines the scientificity and feasibility of evaluation,and it is also the focus and difficulty of constructing an evaluation system.The establishment of the performance evaluation indicator system of CCAG serves the purpose of evaluation,highlighting satisfaction oriented,following scientific methods and technological routes.Based on model reference and theoretical analysis,the first-level indicators were constructed,then the improved analytic hierarchy process is adopted,and indicator alternative database is designed according to the decomposition path of “target level → domain level → domain connotation level → indicator level”.Then the subordination degree is analyzed and the second-level and the third-level indicators are screened further according to the results of the expert consultation questionnaire.On this basis,a pilot testing and an expert evaluation is conducted on the preliminarily constructed indicator system,and based on the results,the indicator system was further revised and optimized.Finally,the expert direct assignment method and indicator relative importance scoring method are used to design the indicator weight.The final evaluation indicator system of CCAG consists of 4 first-level indicators,including input,process,output and effect;13second-level indicators,including manpower investment,system construction,environment construction,filing punishment and comprehensive satisfaction etc.;and 46 tertiary indicators,including the total number of discipline inspection and supervision departments,the percentage of people given Party discipline or administrative punishment,the number of special examination activities on corruption in scientific research funds and the integrity of scientific research environment,and so on.Evaluation indicator system focuses on application,and the application results can provide important basis for the inspection of the indicator system.Taking 30 colleges in G Province as samples,carrying out an empirical study based on basic data source in 2021,the results show that the constructed evaluation index system has overall good reliability,validity,and discrimination;the CCAG index of G province is 77.2,and there are significant differences in performance indicators between different universities;and there is a gap between the efforts to clean administration governance and the satisfaction of clean administration governance.The results also indicate that the efforts to clean administration governance and the career background of the evaluation subject have a significant impact on the satisfaction index,but the output of clean administration governance does not have a significant impact on the satisfaction index of clean administration governance.Based on the empirical results,it is necessary to re-test the indicator system to find out more problems and further improve the indicator system.The test results of the indicator system based on comparative analysis,normative research,and in-depth interview methods indicate that the constructed evaluation indicator system is scientific and reasonable,highlighting the characteristics of the field of clean governance in universities.The measurement results of the indicator system have a good fitting degree,which is suitable for the current situation of clean governance in colleges and universities,and also conforms to the logical rationality of System Theory.However,there may be issues with some indicators having low weights and a large number of indicators,which require further exploration and adjustment to improve the effectiveness of the application of indicator system.The application effectiveness of the indicator system is greatly influenced by external related factors.At present,factors such as the lack of institutional construction,the difficulty in forming important binding and deterrent forces in the application of evaluation results,the insufficient standardization and effectiveness of information disclosure,the low enthusiasm of stakeholders to participate in evaluation,and the deviation of the public’s understanding of clean governance affect the effectiveness of the application of the performance evaluation index system for clean governance in universities.To this end,targeted suggestions and countermeasures are proposed from the aspects of institutional supply,construction of reward and punishment mechanisms,information disclosure,evaluation of power protection,and environmental creation.The present study tries to get innovations in following aspects.Firstly,it introduces governance theory and government performance evaluation theory into the field of clean administration governance to form a new concept of “clean governance performance”,and it takes satisfaction with clean administration governance as the core orientation and key indicators in the construction of indicator system.Secondly,it builds an evaluation indicator system of CCAG performance with four first-level indicators to be featured in “four in one” model and aims at the characteristics of colleges clean administration governance;making the indicator system gets more scientific,theoretical,and applicable.Thirdly,on the basis of the traditional research approach of “theoretical speculation-empirical deduction”,the present study adds a process of “empirical application and verification of the results of empirical application”.The adding process can not only test the scientific and effective construction of the indicator system from a reversed perspective,but also further identify existing problems and thus propose optimization suggestions and countermeasures.However,due to the limitation of objective and subjective elements,this study is still insufficient in conceptual theory interpretation and performance evaluation should further reflect the characteristics of colleges.Further researches should be focus on these aspects. |
