Research On Inner-Party Inspection And Supervision Of The Chinese Communist Party

Since the Chinese people entrusted the great reconstruction of the Chinese nation to the Chinese Communist Party.It has always regarded strengthening self-building as an important aspect of the party’s work.Moreover,during the implementation,it has gradually formed a set of systems,rules and methods to strengthen the party’s self-building by relying on inner-party supervision.Among the ten supervision systems in the inner-party supervision system of the Chinese Communist Party,inspection and supervision,which is a way in which party’s higherlevel organizations assign personnel to directly supervise lower-level,fully embodies the directness,authority and comprehensiveness of supervision,and plays a more and more irreplaceable role in the work of fighting against corruption and promoting honesty in the new period.Carrying out the research on inner-party inspection and supervision of the Chinese Communist Party will contribute to building a more effective systematic and perfect theory of inner-party inspection and supervision.This study draws on a systematic study on the inner-party inspection and supervision of the Chinese Communist Party through a variety of methods such as literature review,interdisciplinary research methods,historical analysis,systematic analysis and so on.On the basis of constructing the ample theoretical system of inner-party inspection and supervision of the Chinese Communist Party,this paper analyzes the practical operation of its inner-party inspection and supervision from two perspectives of history and current situation,so that we highlight the research problems.Additionally,we also analyze the reasons behind these problems,and finally put forward measures to strengthen and improve inner-party inspection and supervision for the coming days.The discussion of this study mainly encloses with the following implications:First,some of the content is discussed in detail,such as the ideas of inner-party supervision of Marxism classic writers,the critical inheritance of ancient Chinese inspection and supervision ideas,the critical absorption of modern western political party inspection and supervision ideas,and the ideas of inner-party supervision of the main leaders of the Chinese Communist Party.And all,make the important source of information to support the internal supervision body of the Chinese Communist Party.Third,in order to lay the foundation for the further development and improvement of the Chinese Communist Party’s inner-party inspection and supervision,this study also reflects on its achievements and existing problems.The achievements mainly focus on the increasing maturity of the ideological and theoretical system of inner-party inspection and supervision,the increasing its legalization of the work content,the increasingly scientific working mode,and the increasing standardization of the working procedure.The role of inner-party inspection and supervision in comprehensively administering the party strictly,especially in anti-corruption aspect has been gradually becoming prominent,and also the role of inner-party inspection and supervision in optimizing social atmosphere and promoting harmony is increasing day by day.To mention the weak points,it is mainly manifested in the ineffective links in the selfconstruction of the subject of inner-party inspection and supervision,the ability to deal with problems also need to be improved,and the achievements of inner-party inspection and supervision are not fully applied.The reasons behind this may be attributed to the theoretical exploration of inner-party inspection and supervision that needs to be systematized and specialized,and the construction level of inner-party inspection and supervision institutions needs to be improved.The construction of inner-party inspection and supervision cadres needs to be improved,and the inner-party inspection and supervision procedures need to be further legalized and standardized.Additionally,the relationship between inner-party inspection and supervision power and state power also needs to be straightened out,its supervision methods should also be more integrated,and the relationship between inner-party inspection and supervision and other supervision methods needs to be integrated.Moreover,the overall mechanism for the application of the results of inner-party inspection and supervision should also be improved.Fourthly,first,the work of inspection and supervision includes the implementation of the party’s line,principles,policies,and resolutions.Among them are,the implementation of democratic centralism,the implementation of the responsibility system to ensure a clean and honest government and its own honest and diligent government,the construction of working style,the selection and appointment of cadres,and other matters required by the party organizations’ dispatching inspection teams.Secondly,the working methods of inner-party inspection and supervision include the contents of inner-party inspection and supervision,including valuing the working reports of the inspected party organizations and special reports of attached departments,and also attending required meetings in the inspected areas(units).Additionally,timely receiving calls,replying letters,visits management etc.To make it,there are mainly nine ways including holding symposiums,having individual conversations with members of the leading bodies of inspected party organizations and other cadres and masses,consulting and copying relevant documents,archives,meeting minutes,and other materials,conducting democratic evaluation and questionnaire surveys,visiting the subordinate places,units,or departments of the inspected areas(units)in an appropriate for the follow up,and asking the relevant units for assistance or advocacy.Finally,the working procedure of innerparty inspection and supervision include the preparatory work before the inspection,the main work after the inspection,the report of the inspection,the application of the inspection results,the implementation of rectification and so on.Fifth,on the basis of constructing the complete theoretical system of inner-party inspection and supervision of the Chinese Communist Party.As mentioned,this paper analyzes the practical operation of its inner-party inspection and supervision from two perspectives of history and current situation to find out existing the problems and finally propose the countermeasures for improvement.So far,constructing an ample theoretical system of innerparty inspection and supervision power;strengthening the construction of inner-party inspection and supervision institutions;strengthening the construction of inner-party inspection and supervision cadres;strengthening the construction of inner-party inspection and supervision system;strengthening the effective cooperation between inner-party inspection and supervision and other supervision methods were raised as this research implications.
