| Since the founding of the People’s Republic of China,how to govern society has always been the most concerned issue for the party and state.Especially in the new era,with the rapid economic and social development and the increasing complexity and uncertainty,strengthening and innovating social governance has become the consensus of the party,the state and the general public.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed the concept of social governance for the first time,and emphasized that "it is necessary to accelerate the formation of a scientific and effective social governance system to ensure that the society is full of vitality and harmonious and orderly.The report of the19 th National Congress of the Communist Party of China also proposed to "build a social governance pattern of co-construction,co-governance and sharing" and"improve the social governance system of party committee leadership,government responsibility,social coordination,public participation,and legal protection".The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China,on the basis of continuing to promote and improve the modernized social governance system in the new era,proposed to "build a community of social governance in which everyone is responsible,fulfilled,and enjoyed by everyone","Improve the urban and rural grassroots governance system that combines self-governance,rule of law,and rule of morality led by party organizations." This series of processes highlights the innovative transformation of China’s social governance from party-government domination to pluralistic participation.In the current critical period of social transformation,old and new contradictions are bursting out and intertwined,making social governance more and more difficult.Each stage of social development requires a corresponding social governance system,and the new changes in the main social contradiction also determine that the original social governance mechanism should be adjusted accordingly.In the past,the model of governance solely by government administrative means has become increasingly unsustainable.In order to maintain social harmony and stability,we need to change the concept of governance in time and comprehensively use a variety of methods and means.Actively integrate the power of the state,society and individuals,and promote the innovation of multi-level and multi-field governance in the whole society.Incorporate the multi-cooperative solution mechanism into an important part of the social governance strategy,and strive to form a positive interaction between the state,society and individuals,and ultimately achieve the broadest economic and social development goals.Social governance needs the guidance of values,which complement each other and are inseparable.The socialist core values are the "greatest common divisor" of values commonly recognized by socialist China,and are an indispensable spiritual banner and spiritual force for a society.It integrates the ideological and cultural diversity,lax spiritual belief and the proliferation of value ideas,effectively dominates the value consensus of multiple governance subjects,and is an important spiritual source to ensure that social governance gathers strength,forms a joint force and advances smoothly.We know that social governance is not only the governance of the objective world,but also the governance of the subjective world.Through continuous understanding and transformation of the objective world and the subjective world,it constitutes the basic face of social governance.The governance of the objective world is a "historical" process.It is not transferred by people’s ideas and will.It can be governed according to law by means of science and technology;the governance of the subjective world is a "thinking" process,which requires some thinking processing,such as the establishment of basic values to actively reflect the objective world.Only in this way can we find an effective way to govern it.This lays a theoretical foundation for the integration and leading social governance of socialist core values,and draws a new theoretical blueprint for the construction of social governance based on an in-depth analysis of socialist core values.Therefore,if the rule of law is the "body" of social governance,then core values are the "soul" of social governance,and an important driving force for promoting social governance innovation,modernization,and cooperative governance.As an ideological and social consensus,socialist core values embody the high unity of social ideology and governance action consciousness,and the organic unity of the highest social goal and social governance process.It is not only the internal requirement of social governance,but also the value goal and spiritual force of social governance.Based on this,from the perspective of socialist core values,this paper analyzes and studies the logical relationship between socialist core values and China’s social governance on the basis of combing China’s social governance theory and historical experience.This paper probes into the objectives,principles and methods of China’s social governance from the perspective of socialist core values,and puts forward its own views on how to scientifically and comprehensively promote the path of social governance at present and in the future.Specifically,the full text is divided into 7 parts: Chapter 1 is the introduction,which introduces the reason and significance of the topic,research review at home and abroad,research ideas,methods and innovations;Chapter 2 explains the relevant concepts of socialist core values and social governance;Chapter 3 combs the theoretical basis of China’s social governance.Summarize and refine the Marxist theory,Chinese traditional culture and the social governance thought of Western society,and excavate the value and law therein;Chapter 4 studies the historical evolution and realistic basis of China’s social governance.It mainly systematically reviews and summarizes the development process of China’s social governance since the founding of new China,clarifies the current realistic path and reform orientation of promoting China’s social governance innovation,summarizes the development achievements of China’s social governance in the new era,and analyzes the challenges and causes of China’s social governance at the present stage;Chapter 5analyzes the internal relationship between socialist core values and China’s social governance.It mainly analyzes and discusses the logical relationship between the socialist core values and China’s social governance,so as to reveal the inherent compatibility between the two in terms of goal orientation,function,methods,value realization,etc.,and then demonstrates the necessity of promoting China’s social governance from the perspective of socialist core values;Chapter 6 discusses the objectives,principles and methods of China’s social governance from the perspective of socialist core values.It mainly from the three important perspectives of the state,society and individual of the socialist core values,to studies and discusses the objectives,principles and methods of China’s social governance,in order to provide fundamental guidance for scientifically and comprehensively promoting the modernization of social governance in the new era;Chapter 7,on the basis of following the goals,principles and methods of social governance,deeply explores an effective path to promote the modernization of China’s social governance.That is starting from the constituent elements of social governance-citizens,social organizations and the government,and taking mobilizing the main role of citizens in governance,improving the governance level of social organizations and improving the government’s social governance system as the vertical coordinate,and take expanding the space for social governance cooperation and promoting the establishment of a multi-level cooperation mechanism among the government,social organizations and citizens as the horizontal coordinate,to analyze the mode application of socialist core values in the process of social governance,and tries to realize the transformation from social governance to cooperative governance. |
