A Study Of China’s Partnership Policy Under The Background Of Sino-US Strategic Competition

With the international environment entering a period of turbulence and change,the strategic competition of major countries is reshaping the international political pattern,and the development of partnership has become an important part of the diplomatic activities of major countries.China’s partnership diplomacy in the new era is the result of the resonance of the international environment and the domestic situation.The strategic competition between China and the United States shapes the international system environment for China’s development partnership,and the United States exerts systematic pressure on China from the three dimensions of power,system and values.The United States strengthened the alliance system and differentiated China’s partnership network,providing external impetus for China to upgrade and deepen its partnership.The peripheral,western and Asian-African and Latin American strategic partners are facing the pressure and dilemma of choosing sides and standing in the strategic competition between China and the United States.Some countries choose to follow the United States to check and balance China,which has played a catalytic role in China’s development of partnership.The promotion of China’s idea of building high-quality partnerships,the strategic demand for safeguarding the core interests of the country and the strategic demand for shaping the international environment for peaceful development are the internal drivers of China’s development of partnerships.China’s development partnership should aim at winning support for building a modern power,resolving the pressure of strategic competition and security between China and the United States,and promoting the construction of a fair and reasonable international order.China’s partnership policy should be based on the strategic support of hard power and soft power,make comprehensive use of strength resources,and form efficient strategic tools and means.However,China still faces the risk of limited resources to achieve the objectives of the partnership,the possibility of imbalance between strategic objectives and strength resources,and the excessive use of strategic economic and strategic military means.At the multilateral level,China’s development partnership will work together to defuse the pressure of the United States alliance system in many ways,rely on the SCO to maintain the geopolitical security around China,upgrade the partnership with ASEAN to hedge the United States "Indo-Pacific strategy",stabilize the China-EU partnership,and surmount differences with mutual benefit and win-win results.At the bilateral level,build strategic fulcrum and node partners,consolidate relations with traditional friendly countries,and build strategic fulcrum partners;Expand cooperation with emerging countries and optimize the layout of strategic node partners.At the field level,we should work together to promote development,security and innovation partners,enhance the common interests of development partners,deepen strategic cooperation with security partners,and create innovation partners to break through technological containment.The characteristics of China’s development partnership policy are reflected in the non-confrontational nature of means,the hierarchical nature of types,the focus of fields and the institutionalized characteristics of cooperation.From the perspective of political economy,security and responsibility,the effect of China’s partnership policy was investigated.It was found that the intrinsic value of the partnership was insufficient,the institutionalization and standardization needed to be improved,the focus on quantity and the neglect of quality,the lack of security and military cooperation,and some partners were not worthy of the name,which was difficult to meet the overall needs of China’s peaceful development strategy.In the future,China should focus on how to optimize its policies from the two aspects of the basic principles and specific path of developing partnerships.China should not only focus on the overall strategic goal of building a modern and powerful country,but also improve the quality of the partnership and seize the opportunity to upgrade and deepen the partnership.China should not only pay attention to the importance of its own development,but also coordinate its internal and external interests,and combine its own interests with the common interests of its strategic partners.China also needs to integrate the principle and flexibility of partnership policy adjustment,improve the quality of partnership under the principle of non-alignment,and grasp the relationship between independence and external dependence.At the practical level,China needs to strengthen the hierarchical and institutionalized construction of partnerships,create flexible partners on economic and security issues,strengthen the integration and development of partnerships with other platforms or institutions,and explore the recognition of China’s diplomatic concept by more strategic partners.
