Research On The Legalization Of Ideological And Political Education Network Environment

The rapid development of network information technology,particularly intelligent technology,has completely transformed the network education environment of ideological and political education,creating a new work scene through network connectivity.Currently,efforts to comprehensively govern the network continue to deepen,but certain deep-rooted problems are worsening,impeding the establishment of ideological interaction on the internet and effective guidance of mainstream values.The governance of the network environment for ideological and political education is emerging as a key factor in maintaining the security of mainstream ideological values in the new era.Seizing the opportunity of modernizing ideological and political education,incorporating the value of "good governance" into the rule of law for governing the network environment of ideological and political education can effectively enhance the internal capacity for public reasoning and active participation of key stakeholders in the network environment,foster consensus on network values,promote the construction,dissemination,and development of mainstream ideology in cyberspace,and further strengthen the construction of network ideological and political education in the new era.This paper provides an objective and dialectical analysis and evaluation of the governance of the network environment for ideological and political education from the dual perspectives of theory and practice,from the perspective of digital existence.Based on this,it investigates and reveals the value and principles of governing the ideological and political education network environment through the rule of law,as well as presents a more comprehensive and effective approach to governing the ideological and political education network environment in the new era.In the academic dimension,the four elements of the ideological and political education network environment are systematically defined as follows:the subject subsystem,the information media subsystem,the content subsystem,and the rule subsystem.The mode of action of the content encompasses the direct regulation of laws and technical rules in cyberspace,Internet culture,network human-computer interaction,as well as the indirect regulation of network information consumption.It is emphasized that the rule of law,due to its normative and inclusive nature,plays a pivotal role in guiding the behavior of various subjects and coordinating interest relationships at the institutional level.This makes it the preferred choice among various governance approaches.This new space provides a strong ideological foundation,environmental protection,behavioral norms,and psychological support for the effective implementation of educational activities.Moreover,it is clarified that rule of law governance is based on the structural elements of the rule of law subject,legal system,rule of law mechanism,and rule of law ecology.Through the interactive movement of these elements,a new space for public ideological interaction and expression is created,ensuring safety and order.In the practical dimension,this paper systematically examines the institutional construction,implementation strategies,and typical cases of governing the ideological and political education network environment in China according to the rule of law.It objectively evaluates the effectiveness and limitations of governance under the rule of law through a combination of qualitative and quantitative methods.Despite the preliminary establishment of the institutional framework and implementation mechanisms for the rule of law,the effectiveness of the rule of law has not been fully demonstrated due to constraints of subject consciousness,institutional norms,operational mechanisms,and the rule of law ecosystem.This is manifested in the inadequate performance of legal responsibilities by network subjects,the limited effectiveness of legal supervision over information content,the challenges in realizing the effectiveness of legal regulation of information dissemination,and the significant restrictions on individual rights during the governance process.These constraints hinder the effective dissemination of mainstream information and the formation of ideological interaction in cyberspace.In the broader context of modernizing national governance,it is essential to establish a modern legal path for the governance of the ideological and political education network environment.This path can be achieved by establishing an inclusive rule of law-based approach that integrates both governance dimensions and four-dimensional co-construction.Establishing a theoretical framework for rule of law governance entails considering its philosophical underpinnings,objectives,and guiding principles.This value-oriented requirement should be translated into tangible components within the structure of rule of law governance to optimize and enhance governance practices.Specifically,at the subject level,we should strengthen rational civic education,leverage the strengths of mainstream media,encourage platforms to fulfill their legal responsibilities,enhance the government’s legal capacity,and promote self-regulation among governance subjects.At the institutional level,we should enhance content supervision,protect the rights of public network participation,establish a collaborative governance system integrating soft and hard law,and improve the system of legal constraints and norms.At the mechanism level,we should enhance the mechanism for safeguarding and remedying rights,continuously improve information literacy,implement comprehensive supervision of governance processes,and provide legal assurance for technical governance,ensuring the effective development of educational activities;At the ecological level,we should strengthen the construction of network security awareness,cyber ethics,and rule of law culture,and purify the network environment ecology in accordance with the law.In doing so,inclusive rule of law governance can be effectively employed to govern the ideological and political education network environment,and promote the in-depth modernization of governance in ideological and political education.
