A Study On Building China-Africa Community With A Shared Future

The process of globalization has brought humanity into an era of complex interdependence.After entering a new era of socialism with Chinese characteristics,China has proposed the strategic vision of "building a community with a shared future for mankind" and actively participated in global governance,breaking the Western-dominated global governance discourse system.The construction of a community with a shared future for mankind began with bilateral or regional multilateral communities with a shared future.China and Africa were the first to join hands in launching the practice of building a community with a shared future.The construction of China-Africa community with a shared future has taken the lead in the construction of the community with a shared future for mankind,achieving some remarkable results.This paper deeply analyzes the background,motivation,paths,effects,significance,evaluation,restrictive factors and development visions of the construction of "China-Africa community with a shared future" from the perspective of the complex interdependence in the New Liberal Institutionalism.Since President Xi Jinping proposed the concept of"China-Africa community with a shared future" in 2013,after ten years of effort,from disseminationthe of the idea to pragmatically practice,from summit diplomacy to public exchanges,cooperation between China and Africa has been all-round promoted,not only achieved a series of fruitful results,but also the top-level design of building a China-Africa community with a shared future has shifted from the vision to multi-level practical cooperation.At present,the "China-Africa community with a shared future" has tended a prototype of the entity in multiple dimensions,in other words,the China-Africa community with a shared future is in the form of an embryonic infant now,while this growing child has become a beautiful scene on the international relations stage,not only because it has successfully created the practice model of regional governance,but also because it has deconstructed the hegemonic equilibrium system of the survival of the fittest and balanced the"liberal world order" of Western powers,and it has promoted the diversity of human civilization,while becoming an important stabilizing force for maintaining the multipolar international order after World War II.The strategic vision of building a China-Africa community with a shared future has been implemented through a series of institutional operations of the Forum on China-Africa Cooperation and the Belt and Road Initiative.The China-Africa community with a shared future is not only a new orientation for China-Africa relations in a new era,but also an effort by countries to consciously build a high-viscosity complex interdependence and explore a new type of international relations.The political process of building a China-Africa community with a shared future is also an attempt of China and Africa to build a developmentoriented interdependent relationship.In the mode of asymmetric complex interdependence,the development-oriented interdependence model between China and Africa presents a more stable and long-lasting cooperation trend,which has a positive significance for promoting regional and world peace.Although there are certain conflict factors in this developmentoriented interdependence and the construction paths of the China-Africa community with a shared future still need to be expanded,there is still a long way to go to build a true "China-Africa community with a shared future",China and Africa remain firmly committed to building and consolidating the established development-oriented interdependence,who firmly believes that the choice of path to jointly building a community can improve the well-being of the Chinese and African people and is an effective path to good governance.This paper also proposes a preliminary evaluation mechanism for the China-Africa community with a shared future,in order to better examine the progress and effectiveness of the construction of it,also can be used to horizontally compare the construction process of other regional communities with a shared future(such as China-Latin America community,China-Arab States community,China-ASEAN community with a shared future,etc.).In terms of theoretical innovation,by making a more comprehensive analysis of the construction of the China-Africa community with a shared future from the perspective of complex interdependence,the author supports the idea that development-oriented interdependence can lead to more enduring cooperation.Based on the logical foundation of "Democratic Peace Theory","Trade Peace Theory" and "Hegemonic Stability Theory",this paper proposes the viewpoint "Development Peace Theory",further enriching the theoretical connotation of complex interdependence,and also expounding the highly prospective and value rationality of the political behavior of building the China-Africa community with a shared future.
