service industry in the manufacturing value chain has gradually increased,the two industries have begun to show a trend of integration.In this situation,promoting the deep integration of the manufacturing industry and the high-tech service industry will be an inevitable way for the manufacturing industry to get rid of the "Stuck at the lower end of the value chain" pattern to achieve transformation and upgrading and promote high-quality economic development.In the process of promoting the integration of manufacturing industry and high-tech service industry,the importance of government action is self-evident.As the economy enters a new development pattern,high-quality economic development is faced with multiple constraints such as overcapacity,insufficient effective demand,lack of resources,and environmental pollution.China’s economy is under enormous pressure from insufficient development momentum.Promoting the combination of promising government and efficient market through rational adjustment and use of regulatory policies will become an important way to solve the problem of insufficient economic development momentum.Therefore,under the background of current economic development,studying the influence and mechanism of government regulation on the integration of manufacturing industry and high-tech service industry from the perspective of government behavior not only constructs the research logic between government regulation and the integration of manufacturing industry and high-tech service industry,but also helps to enrich the research content in related fields and explore a new implementation path for promoting the integration of manufacturing industry and high-tech service industry.Under the background of emphasizing the construction of the "promising government" and deepening the integration of manufacturing industry and service industry,this paper first summarizes the relevant domestic and foreign literatures such as government regulation,the integration of manufacturing and high-tech service industry,and combs and summarizes the literature research status and research results.On the basis of existing literature research,this paper defines and analyzes the core concepts and relevant theoretical basis of this paper,providing theoretical support for the follow-up research of this paper.Secondly,this paper analyzes the realistic basis of the integration of manufacturing industry and high-tech service industry,makes data statistics on the development status of manufacturing industry and high-tech service industry,analyzes and summarizes the situation faced by the integration of manufacturing industry and high-tech service industry,and measures the integration level by explaining the logic and method of constructing the integration index system of manufacturing industry and high-tech service industry,it also analyzes the dynamic evolution law of the integration of manufacturing industry and high-tech service industry in different regions and industries.Thirdly,based on the previous theoretical and practical foundations,this paper expounds the mechanism between different government regulations and the integration of manufacturing industry and high-tech service industry.Based on the analysis of the mechanism,a mathematical model is established to describe the impact of different government regulations on the integration of manufacturing industry and high-tech service industry.On the basis of the above analysis,and based on the existing literature and the actual situation of regulation,this paper studies the impact of government regulation on the integration of manufacturing industry and high-tech service industry from three aspects: entry regulation,price regulation and environmental regulation,and uses the system GMM estimation method,threshold panel model,spatial measurement model and a variety of measurement methods such as the mediation effect model are used to test the impact,heterogeneity and mechanism of different government regulation methods on the integration of manufacturing industry and high-tech service industry,so as to give the main conclusions and policy recommendations of this paper.After theoretical and empirical analysis,this paper draws the following conclusions:First,the calculation results of the integration level of manufacturing industry and high-tech service industry result show that the manufacturing industry and high-tech service industry have achieved rapid growth from 2005 to 2020,but the overall development level is still low;This also leads to the overall low level of integration between the two industries,and different industries and regions show differentiated integration and evolution trends.Second,deregulation of entry can not only directly promote the integration of manufacturing industry and high-tech service industry,but also indirectly promote the integration of manufacturing industry and high-tech service industry by optimizing the efficiency of capital allocation between provinces,the efficiency of capital allocation between manufacturing industries within a province,and the efficiency of labor allocation between high-tech service industries within a province.On the basis of considering endogenous issues,after a series of robustness tests,entry regulation still shows a positive effect on the integration of manufacturing industry and high-tech service industry,which shows that the continuous reform of the entry system is of great significance.Third,the price regulation of the manufacturing industry and high-tech service industry has a significant positive correlation with the integration of the two industries,while the price regulation of the manufacturing industry and high-tech service industry that lags one period has a negative correlation with the integration of the two industries,it can be seen that the impact of price regulation does not have long-term consistency and stability,the role of price regulation in promoting the integration of manufacturing industry and high-tech service industry will gradually weaken with the improvement of the level of regional economic development.As far as the mediating effect is concerned,although price regulation is not conducive to the improvement of industry efficiency,it can indirectly promote the integration of manufacturing industry and high-tech service industry by increasing the consumption scale of the product market.Fourth,strengthening environmental regulation is not only conducive to the integration of local manufacturing industry and high-tech service industry,but also promotes the integration of manufacturing industry and high-tech service industry in adjacent regions.The robustness and endogenous tests confirmed the reliability of the above conclusions.Environmental regulation can promote the integration of manufacturing industry and high-tech service industry in local and adjacent regions through technological innovation;at the same time,environmental regulation limits the scale of FDI inflows in the region,promotes FDI flow into adjacent regions with loose environmental regulations,and promotes adjacent regions the integration of manufacturing industry and high-tech service industry.Based on the above research conclusions,this paper puts forward targeted policy recommendations.First,deepen the reform of the market access system by streamlining administration and delegating powers,optimizing the market business environment,implementing the negative list access system,and improving the safeguarding legal system,improving the scale and quality of market entry for non-state capital,and consolidate the economic foundation for the integration of manufacturing industry and high-tech service industry.Second,promote the market-oriented reform of price regulation by gradually relaxing price regulation,promoting the construction of service-oriented price regulation,improving price regulation means,and exerting the regulating effect of incentive factors on prices,so as to improve enterprise efficiency and deepen the integration of manufacturing industry and high-tech service industry.Third,it is necessary to improve the top-level design of environmental regulation in terms of strengthening environmental regulation,improving inter-regional policy coordination,and optimizing environmental regulation policy channels,so as to force enterprises to promote the integration of manufacturing industry and high-tech service industry through innovation.Fourth,on the basis of adhering to the policy orientation of classified management,by refining regulatory standards and strengthening the comprehensive application of different government regulatory means,the integration of manufacturing industry and high-tech service industry will be better promoted.Compared with the existing literature,the main innovations of this paper are: First,in terms of research perspective,when analyzing the integration of manufacturing and service industries,the existing literature seldom discusses the promotion of government regulation on the integration of manufacturing and high-tech industry service industry,and focuses on the economic effects of industrial integration.This paper starts with the realization path of the integration of manufacturing industry and service industry,and examines the impact of government regulation on the integration of manufacturing industry and high-tech service industry from the perspective of government behavior,It provides a new explanation for the possible path of deepening the integration of manufacturing industry and service industry.Second,in terms of integration level and theoretical mechanism,compared with the existing literature,this paper further analyzes the dynamic evolution characteristics between the two industries on the basis of measuring the integration level of the manufacturing industry and the high-tech service industry.At the same time,the existing literature often explains the mechanism of government regulation on the integration of manufacturing industry and high-tech service industry based on qualitative analysis,lacking the support of mathematical deduction.Based on the qualitative analysis of the mechanism of different government regulations on the integration of manufacturing industry and high-tech service industry,this paper creatively introduces mathematical models,and enriches the theoretical system that government regulation affects industrial integration.Third,in terms of research methods,the existing literature mostly uses qualitative analysis to study the impact of government regulation on industrial integration,there is a lack of quantitative analysis literature,this paper attempts to use a combination of theoretical and empirical analytical methods to investigate the impact of different government regulations on the integration of manufacturing industry and high-tech service industry.This paper discusses the impact of different government regulations on the integration of manufacturing industry and high-tech service industry by using the system GMM method,threshold panel model,spatial measurement model and other models;In addition,this paper also uses the mediation effect model to test the mechanism of different regulation methods affecting the integration of manufacturing industry and high-tech services industry.Fourth,in terms of research conclusions,based on a relatively sufficient empirical test,this paper deeply examines the impact of government regulation on the integration of manufacturing and high-tech service industries from three aspects:entry regulation,price regulation and environmental regulation,and draws more comprehensive and detailed conclusions,and puts forward different research viewpoints from previous studies,which can better promote the integration of manufacturing industry and high-tech service industry by comprehensively utilizing and giving full play to the advantages of different regulation
