Since the birth of human society,poverty has been existing accompanied by economic development and social progress,for which human survival and development have been seriously threatened.Although China has achieved remarkable results in solving the problem of poverty and is the first country of the United Nations to achieve the goal of reducing poverty.However,the poverty issue is still prominent.In the face of such a large number of poor people,it is necessary to eliminate the absolute poverty population in 2020 and gradually classify the relatively poor people and bring them into the range of the fight against poverty in batches.The focus of anti-poverty work in China will change from solving the problem of "survival poverty" to solving the problem of "development poverty".Long-term anti-poverty should pay more attention to human capital investment,which is one of the important means of poverty reduction proposed by the World Bank.At present,there is also such a new shift in investment in children in the social policy of the welfare state,which will focus on child development.Child development is the social investment with the highest rate of return on investment and also of great significance to the improvement of the quality of the whole nation.At present,the gap between urban and rural areas and regional development is the main problem in the child development in our country,which is manifested in poor areas.The vast majority of the poor in China are concentrated in rural areas and mainly distributed in the west.The western rural areas should be the key areas to solve the problem of child poverty in China.At present,in the poor areas of western China,the level of child development is still low.The methods of children’s family education are backward,and the phenomenon of "fragmentation" of service delivery for child development commonly exists.Therefore,the full implementation of child development plans in poor areas has become particularly urgent and important.Therefore,from the perspective of the interdisciplinary characteristics of child development and the diversity of child development service subjects,the study of child development service delivery in poor areas of China from the perspective of integrated service can enrich the empirical research of child development service delivery and the perspective of child welfare system transformation.This paper takes the Yingpan Town and Qianyou Town,Zhashui County,southern Shaanxi,west Qinba Mountain as the research base.The main research questions are: what is the demand and hindering factors of service delivery of child development in the poverty-stricken area? What is the problem of child development service and supply in the poverty-stricken area? What is the system and mode for service delivery of child development in the poverty-stricken area? This paper puts forward the content of service delivery based on the demand and supply of the service delivery of child development in the poverty-stricken area.Through the evaluation of the implementation effect of service delivery in the two towns of Shaanxi,this paper uses the theory of integrated service to construct a highly interactive child development service delivery system.The research methods of this paper mainly use questionnaire survey method,psychometric method and case-control study method.The changes of mother’s teaching skill,the ways and needs of childcare knowledge and the status of health care for unmarried and non-parous women before and after service delivery are investigated through Questionnaire of Mothers’ Teaching Skill of Infants Aged 0-3 in Qinba Mountain Area(250 copies),Questionnaire on Conditions of Demand of Parental Knowledge of Infants Aged 3 in Qinba Mountain Area(110 copies),and the Questionnaire of Health Care for Unmarried and Non Parous Women of Childbearing Age in Qinba Mountain Area(400 copies).The psychological test of infant development quotient level before and after service delivery was carried out through Bailey Scales of Infant Development(BSID),which mainly evaluates the intelligence development index MDI(320 copies).Using case-control method divide children with development problems as “case group” and children without development problems as "normal group".Through the frequency distribution test(chi-square)of influencing factors in the two groups,this paper analyzes the risk factors and evaluates the risk degree of risk factors by logistic regression analysis(410 copies).First of all,through the reference of the existing research,this paper clarifies the connotation of child development and service delivery,and limits the scope of research to child development service delivery under 3 years of age.Secondly,the theoretical analysis framework of children’s development from the perspective of integrated service is put forward from three aspects: the integration of multiple participants,the integration of government departments and the integration of service functions.Then this paper analyzes the development demand and service supply of children in the poverty-stricken area.This paper analyzes the present situation and problems of children’s development through the establishment of child development assessment method,and analyzes the problems of children’s family upbringing through the investigation and analysis of the teaching skill of children’s families.Based on integrated service theory,this paper analyzes the problems of child development service delivery.Then it analyzes the obstacles to the needs of child development in the poverty-stricken area,including the risk factors and the degree of risk that can easily lead to the early development of children in the poverty-stricken area of southern Shaanxi.Then,the effect of child development service delivery in the poverty-stricken area was evaluated through the improvement of child development quotient,the improvement of mother’s teaching skill and the efficiency of implementation system after service delivery.Finally,in view of the problem of child development service delivery in the poverty-stricken area,combined with the evaluation of service delivery effect,this paper constructs a highly interactive child development service delivery system in the poverty-stricken area and child development service delivery model around the family.The conclusion of this study: for child development,government organizations needs to cooperate in the vertical and transverse directions and define the power responsibility relationship Professional field needs the collaboration of interdisciplinary of medicine,psychology,sociology and other disciplines.About the operational level,the community needs to carry out cross-service integration between the maternal and child health care workers and family intervention teachers in view of maternal and child health and early education services.In the highly interactive service delivery system of child development in the poverty-stricken area,the government is the guarantor of leading child development services,providing policy and financial guarantee.The expert is a guider to child development services,providing training and technical guidance.The community is the executor of child development services,providing direct and indirect services.Service delivery focuses on family support,emphasizing the participation of parents,especially child mothers,which concentrates on forming community and family-family and family-community service delivery models.The improvement of maternal health awareness and health care status,the teaching skills of children’s mothers and the quality of primary medical and health personnel are the key to the child development in the poverty-stricken are.
