A Research On Response Efficiency Improvement Of Local Government Microblog Matrix

Since the 18th National Congress of the Communist Party of China(CPC),the development level of China’s network and information technology has changed with each passing day under the promotion and guidance of the strategic thought of "network power".The Internet is gradually and profoundly changing the way people work and live,and has become a new platform for economic development,cultural prosperity,social governance and information exchange and cooperation.At the same time,the development of network technology reduces the cost of information transmission,breaks the traditional pattern of information asymmetry,broadens the channels of interaction between the public and the government,and also increases the difficulty of government governance.As a new communication mode of direct dialogue between the public and the government,government microblog plays a prominent role in promoting the disclosure of government information,responding to public interest concerns,strengthening the interaction between the government and the people,guiding public opinion,and improving governance ability.The matrix development mode of government microblog effectively integrates the "official public opinion field" and "civil public opinion field".The core of governance is further effectively listen to the public voice,respond to the work and improve the governance efficiency of local governments.In the context of the new era,as a powerful platform for interaction between government and Internet,how to adapt to the governance environment of the Internet era,how to respond to the demands of the public in a timely manner and solve their problems as well as to improve their executive power and credibility are one of the serious challenges the local governments are facing.Based on the Xi Jinping national cyber development strategy,the responsive government theory and the use and satisfaction theory,taking Yinchuan government affairs microblog matrix as the research object,this study tries to discuss how to make good use of the operating mechanism of government affairs microblog to improve government’s response efficiency.This study is based on one foothold,one logical basis and three research questions.One foothold is the improvement of response efficiency of local government microblog matrix construction;One logical basis is that the response efficiency of government microblog is evaluated by matrix operation mechanism analysis and matrix response performance results.Three surrounding issues are that 1.How does yinchuan government affairs microblog matrix operate?Thus,the operating mechanism model of Yinchuan government affairs microblog matrix is constructed.2.How to construct the response efficiency evaluation system of government microblog?3.How is the response efficiency of the construction of Yinchuan’s government affairs microblog matrix?What are the problems highlighted in the response process?How to improve the performance of government microblog matrix operation so as to better promote the improvement of government response efficiency.According to the operation evaluation and response efficiency performance evaluation of the operation mechanism of government microblog,we can draw the following conclusions:first,the operation of moment mechanism of government microblog in Yinchuan is effective and smooth on the whole.From the perspective of response process,the distribution of power and responsibility,cooperation within the organization,and work rules and regulations are functioning well.From the perspective of response results,the evaluation results of microblog influence and public satisfaction are"good",and the response performance evaluation result of government affairs management is"excellent".According to the comprehensive evaluation,it can be concluded that the overall response efficiency of Yinchuan government microblog is running well.Secondly,there are also many problems in the response of Yinchuan government microblog,which need to be solved urgently.In the specific process of matrix operation evaluation and response performance evaluation,Yinchuan government affairs Microblog shows loopholes in operation mechanism and insufficient development momentum,which is manifested as:first,response consciousness needs to be strengthened;The consciousness of active release and information disclosure is not strong,the consciousness of interaction between government network is not strong,and the influence of weibo is not strong;Second,the response ability still needs to be improved:the response mode is single and the response attitude is evasive and perfunctory;Third,the response channels still need to be unblocked:the pressure of top-level design microblog is great,and the marginalization of grassroots government microblog network is prominent;Fourth,the response evaluation mechanism urgently needs to be established:the performance evaluation system is missing,and the supervision and accountability mechanism is not sound.Thirdly,through the analysis of causes,we find that this is mainly due to the difference of government response concept,backward response mode and matrix operation and maintenance mechanism entering the bottleneck period.In view of the above reasons,this study proposes the gradual transformation from "regulation"to "service" and from "passive response" to "proactive guidance" in terms of ideology,institutional environment and pressure mechanism.The service quality and response efficiency of government microblog should be improved by means of multiple subjects performing their duties,optimizing the moment management mechanism of government microblog,and strengthening the performance supervision system of the third party evaluation.
