With the development of science and technology,the study of international law has been extended to various fields,from outer space to polar ocean,from the real world to virtual network,from traditional security to non-traditional security,from big powers to personal survival and health.How to make good use of the double-edged sword of science and technology,not only to ensure that it brings development dividends to mankind,but also to effectively reduce the possible risks,international law plays an increasingly important role in it.Since the 1970 s,the application of transgenic technology in agriculture,medical treatment,military and other fields has been expanding in scope and depth,and the safety of GMOs caused by it has also attracted more and more attention from the international community.For a country,if it stands still for fear,it will miss the important development opportunities,which will restrict the development of the transgenic industry.In this paper,by carrying out the relevant research on the regulation of international law on the development of GMOs industries,and comparing the development of GMOs industries in the United States,the European Union and other countries and regions,and their role and influence on the construction of international law regulation system,it will be very helpful for China to find its own problems,promote the development of GMOs industries and the establishment and improvement of relevant legal systems,and actively explore participation and ways to lead the development of global governance of GMOs industries.The purpose of this paper is to make cross research with international relations and other disciplines on the basis of international law,using the methods of literature analysis,comparative analysis,interdisciplinary integration and bibliometrics.It takes“International Law Regulations of GMOs Industry’s Development” as the research object on the basis of expounding and analyzing the objective reality of the development of GMOs industry,from the perspective of the interaction between major international actors(countries,regions)and the construction of international legal regulation system for the development of GMOs industries.Through combing,summarizing and analyzing the legal regulations at the international organization level and at the national and regional levels respectively,it is proposed that the international level of the regulation of GMOs industry has formed a situation with the WTO framework system and CPB framework system as the main body,and the national and regional level of the regulation of GMOs industry has formed a situation dominated by the United States and the European Union.As a result,it is concluded that the regulation system of international law for the development of GMOs industries is dominated by the United States and the European Union,and that the WTO framework system and the CPB framework system interact and restrict each other.Then,it analyzes and discusses the situation of the WTO framework system and CPB framework system regulating the development of GMOs industries,and the promotion of the United States,the European Union,other major countries and regions on the construction of the international law regulation system for the development of GMOs industries.On this basis,it discusses the interaction between the international actors such as the United States and the European Union and the international legal regulation system of the GMOs industry with the framework system of WTO and CPB as the main body.Then it analyzes the value dilemma(free trade and ecological security),the realistic dilemma(the development of GMOs industry and farmers’ rights,health rights,the right to know,national security)and the main reasons for the dilemma(the game of big powers,the conflict of ideas and the paradox of security).And then,it has a further discussion on the way out of international law regulation for the development of GMOs industry.Finally,it analyzes the Enlightenment of international law regulation on the development of GMOs industry to China.With the rapid development of GMOs industry,international law faces many challenges,and its regulation of international law needs to be strengthened.China should advocate the concept of “ecological security”,adhere to the principle of“substantial equivalence”,grasp the dynamic balance between development demand and security demand,actively participate in and lead the construction of international law regulation system,create a good international atmosphere for the sustainable development of GMOs industry,and ensure that the “rice bowl” of Chinese people is firmly in our own hands.
