In the traditional period,a relatively primitive social organization form of tribal system with nomadism as the main mode of production appeared in the northwestern region of China.Under this institutional form,the tribal communities often fought on their own and mutually excluded each other,which often made the regional society in a state of relative disorder or disorder.Then,how did the nomadic tribes in history change from a relatively disorderly state to a regulated and orderly state in the course of their development?Existing studies have found that there are two main paths:one is the natural evolution or self-construction of tribal society,and the other is the disintegration and reconstruction of tribal communities by the regime.However,the author has discovered the third path in the field investigation of the nomadic tribes in northern Tibet,namely,the shaping and governance of the nomadic tribes by the local government.Based on this,this article takes Zhaxi Tribe in northern Tibet during the traditional period as the object of a case study,and takes the relationship between the regime and nomadic tribes as an incision to investigate why the nomadic tribes in northern Tibet under natural conditions could be shaped by the Tibetan local government,what the prerequisite and space were and how did the local government in Tibet shape and govern the nomadic tribes in northern Tibet?This article adopts empirical research methods and presents it from three levels in turn around the research theme:Firstly,it uses the natural state of the northern Tibetan nomadic tribes before accepting the formation of the local Tibetan government as the background,and depicts the historical pattern of the nomadic tribes and their nomads before the regime’s intervention in society,politics,culture and governance.Besides,this article analyzes the institutional dilemmas and governance limits generated in this pattern,which provides an objective basis for the subsequent power shaping and governance.Secondly,on the basis of the above,the article shows the full picture of the process of the local Tibetan regime shaping and governing the nomadic tribes in northern Tibet,separately from the two aspects of standardized institutional embedding and public governance,and then dig out the internal mechanism and behavioral logic in it;Thirdly,the article shows the effective characteristics and governance status of the nomadic tribes in northern Tibet after accepting the local political power,and further explains the elastic interaction between the nomadic tribes in northern Tibet and the local political power possessed by traditional Tibet government.On the basis of empirical research,this article has made a further theoretical improvement on the facts of the case,found the general rules,and drew the following basic conclusions:Firstly,the nomadic tribe in the natural state mainly relies on the informal system to operate,which often leads to instability of the local society.Therefore,the "vacuum" of the formal system is the prerequisite and space for the local government to standardize the construction of nomadic tribes.At the same time,the reason for adopting the strategy of shaping rather than disintegrating is mainly due to the comprehensive capabilities possessed by the regime.Secondly,based on the flaws of the "vacuum" of the system and the influence of comprehensive capabilities,the power-shaping system logic and governance logic have been born.Therefore,"institutional embedding-governance replenishment" has become an effective path for local regimes to shape nomadic tribes.Through this shaping path,the ruling regime has completed its goal of standardizing and ordering nomadic tribes.Different from shaping paths in other societies,under this shaping path,the community characteristics of nomadic tribes were effectively used and preserved by the local government,and they had both game and cooperation with each other.Thirdly,from the perspective of time series,the local government’s shaping and governing the nomadic tribes has played a linking role objectively,which not only brought profound changes to the nomadic tribes under natural conditions,but also contributed to the later democratic reform in the pastoral areas.Finally,the thesis the thesis makes a further extended discussion on the research theme,which compares the power’s shaping nomadic tribes with the national shaping in the general sense.In a broad sense,the power shaping and governance of nomadic tribes belong to the category of nationalization.From a narrow perspective,the power shaping and governance of nomadic tribes is in the goal,method,and degree of nationalization in the general sense.There are differences and differences.
