Study On Evaluation And Promotion Of Intellectual Capital In The Chinese Public Sector

The study on evaluation and promotion of intellectual capital in the Chinese public sector aims to provide a comprehensive theoretical framework—the theory of intelligent capital in the public sector in China — and a corresponding path optimization scheme for promoting the modernization of China’s national governance,from the perspective of value creation.The research object is the evaluation and promotion of intelligent capital in the public sector in China.In order to achieve the purpose of the research,the main research tasks are defined in four aspects: defining the core concepts;constructing the basic theoretical framework of intelligent capital in the public sector in China;constructing the evaluation system of intelligent capital in the public sector in China and carrying out empirical analysis and practical investigation.Firstly,the traditional concept of intelligent capital is developed and redefined.It mainly lies in the expansion of its "intelligent" connotation and the absorption of intangible capital in the new form of data capital.The essence of the newly developed concept of intelligent capital lies in “intelletual”“wisdom”and“smart”.Accordingly,the emphasis of evaluating the intelligent capital of Chinese public sector lies in the intelligent value effect of intangible capital of Chinese public sector.Secondly,the research defines “intelligent capital in the public sector in China”,and put forward the internal four elements structure.It refers to all kinds of intelligent intangible capital of the Chinese public sector,which is with the goal of promoting the modernization of the national governance system and governance capacity and under the leadership of the party committee as the core,and its ability to use these intangible capital intelligently to improve the value of the public sector and the whole economy and society.Its contents include human capital and its intellectualization,structural capital and its intellectualization,relations capital and its intellectualization,data capital in the Chinese public sector.Thirdly,the research builds the evaluation system,and make empirical analysis and practical investigation of intelligent capital in the public sector in China.In order to solve the contradiction between the rationality of the theoretical model and the availability of data,it provides an ideal evaluation system for internal evaluation,as an ideal index system,and optimizes the construction of external evaluation index system and evaluation model.And use panel data to 31 provinces and cities public sector intelligent capital empirical analysis.Through empirical analysis and practical investigation,it is found that the intelligent capital of the public sector has become one of the symbols of national competitiveness,and the promotion of intelligent capital of public sector in China is in the period of strategic opportunity.In recent years,the overall value of China’s public sector intelligent capital has maintained a steady rise,China’s public sector’s ability to adapt to the transformation of intellectualization has been continuously improved,and the substitution effect of data capital has become more and more obvious.But the development of public sector intelligent capital in four regions is unbalanced.Shanghai,Jiangsu,Beijing,Guangdong,Tianjin,Zhejiang,the six eastern regions for the head provinces and cities,stable performance,the rest of the region is still groping for their own public sector transformation path.Fourthly,the research makes a thorough analysis on the current situation of the promotion of intelligent capital in China’s public sector,and put forward the overall promotion path of the interactive cycle of theory and practice.At the theoretical level,more studies on the intelligent capital in the public Sector in China are needed.At the practical level,we should take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding ideology,take the five—year plan as the highest goal and action framework,and take the modernization of national governance as the specific goal.In addition,specific suggestions on the promotion of public sector sub —elements in China are put forward.First of all,it is necessary to establish the standard of cadres’ digital literacy,stratified and classified education and training,flexibly introduce compound cadres,and enhance the human capital of cadres.Next,it is necessary to formulate the strategic plan and action plan of intelligent capital of digital government,build digital government,strengthen system innovation and enhance structural capital.Third,it is necessary to provide citizen digital literacy promotion services,brand operation of public knowledge and government services,to create a common governance and sharing pattern,and to enhance the relationship capital.Finally,it is necessary to establish and improve the open sharing system mechanism of public sector data,improve the quality of data,reduce the threshold of application,and enhance data capital.The main innovation points of this study are as follows: first,try to solve some problems existing in the study of traditional public sector intelligent capital,and respond to the concerns of foreign intelligent capital researchers about the progress of this research,such as lack of normative research,longitudinal research,case study and confined to the field of education.The second is to carry on the development research to the traditional wisdom capital theory,pays attention to its adaptability to the social wisdom transformation,on this basis constructs the Chinese public sector wisdom capital basic theory frame.Third,it highlights the orientation of practical problems,completes the evaluation of the value effect of intelligent capital in the public sector at the macro level in China,and provides a new perspective and policy reference basis for the transformation of the public sector and the modernization of governance in China.
