| China and India are the two fastest growing emerging economies and the two most populous countries in the world.The huge demand for economic development and domestic water supply have caused serious water crisis in each country.Under the background of the increasingly severe international water resources situation,the transboundary water resources have attracted the attention from all walks of life in China and India.The different interests and demands on the transboundary water resources have led to more and more obvious water conflicts between the two countries.Then,due to the border territorial disputes and transboundary water resources issues are intertwined,the development of Sino-India transboundary water resources cooperation has been slow since this cooperation began.And the cooperation has been in a shallow state of cooperation in hydrological information exchange and emergency handling.The current situation of Sino-India transboundary water resources interactive cooperation is neither in line with the sustainable development interests of bilateral transboundary water resources,nor conducive to the development of bilateral relations.With the development of international transboundary water resources,cooperation has become an inevitable trend.Although there are many differences between China and India on transboundary water resources,the trend of cooperation is irreversible.The bilateral cooperation on transboundary water resources will also change from a single form to diversification.However,Sino-India transboundary water resources cooperation is hindered and affected by various factors,and faced with many difficulties and challenges.In the future,China and India should release more sincerity in cooperation on transboundary water resources.In accordance with the principles of equitable and reasonable utilization,no significant harm and international cooperation,and in the light of the actual situation of bilateral transboundary water resources,China and India should actively explore bilateral and multilateral cooperation models,constantly expand the scope and impact of water cooperation,and inject more new impetus to the solution of bilateral transboundary water resources problems and border problems.The paper mainly contains five parts.The first part combs the international community’s transboundary water resources based on the concepts,characteristics and types of transboundary water resources,as well as disputes and cooperation.And then,it discusses three basic principles of international politics,international water law and other disciplines on water-related issues in order to comprehensive understanding the transboundary water resources issue.This part also introduces emergence and the international community’s response of the issue,and strengthen the basic understanding of the research subject of this paper.The second part begins with the present situation of Sino-India transboundary water resources,and introduces the distribution of China’s transboundary water resources,India’s transboundary water resources and Sino-India transboundary water resources in detail.Then this part summarizes the causes of Sino-India transboundary water resources problems,and further clarifies the main contradictions and differences in Sino-India relations.The third part is mainly about the cooperation and challenges of Sino-India transboundary water resources.Starting from the current situation of bilateral transboundary water resources cooperation,this part examines the current situation of Sino-Indian cooperation in the field of water resources,and makes a concrete analysis of the interests of the two countries on transboundary water resources.At last,this part putting forward the challenges from water resources that China,India and the two countries jointly face.The fourth part discusses the impact and development trend of Sino-India transboundary water resources.Starting from the basic situation of the coexistence of water resources conflict and cooperation between China and India,this part gives an in-depth perspective on the current situation of bilateral transboundary water resources by analyzing the negative effects of bilateral water conflicts and the positive effects of bilateral water cooperation.Finally,this part forms a basic judgment on the development trend of bilateral transboundary water resources conflict and cooperation.The fifth part analyzes the solution path of Sino-India transboundary water resources problem on the basis of the previous content.According to the current situation of bilateral transboundary water resources development and the major problems,this part proposes that the two countries should have political mutual trust and correct guidance of public opinion.On this basis,it further proposed to follow the“Desecuritization” logical framework,with “water diplomacy” as a cooperative policy,“water negotiations” as the main means of cooperation,and then formed a “water mechanism” path.At the end of this part,the paper puts forward some suggestions on the construction of bilateral and multilateral cooperation mechanisms for Sino-India transboundary water resources in the future from the actual cases of the India-Pakistan Water Cooperation Mechanism and the Lancang-Mekong Cooperation Mechanism respectively.Finally,from the perspective of Sino-Indian relations,the article points out that the transboundary water resources issue is a long-term part of Sino-Indian relations.Moreover,this part indicates that still have great room for improvement in carrying out transboundary water resources cooperation from three aspects of climate warming,the application of international water law and the construction of water resources cooperation mechanism.In the future,China and India should strengthen cooperation in water resources to seek common development interests.Then,the two countries should build a community of interests in water resources to add more impetus to bilateral relations. |
