Research On Philippine Economic Diplomacy

As an important part of the overall diplomacy of a country,economic diplomacy is a diplomatic form based on the needs of international economic cooperation.Economic diplomacy focuses on foreign economic goals.It is an important means for a country to participate in international economic competition,promote national economic development and realize national interests by utilizing external resources.At present,the complex effects of economic and diplomatic links between countries are reshaping the global geopolitical economic pattern.Domestic multi—level interest demand has interactive influence with the international community through diplomatic channels;The relationship between economic diplomacy and architecture tends to be complicated,and the influence of economic diplomacy of developing countries on global political economy is in creasing.It has rich theoretical and practical significance to grasp the law of state economic diplomacy.The geographical location,political system,historical origin,social culture and foreign policy of the Philippines make it universal and special among asean countries.The study of its economic foreign policy and behavior pattern is conducive to enhancing the understanding of the diplomatic rules of developing countries and small countries.Major Powers are the focus of Philippine economic diplomacy,among which the United States,Japan and China have the most special political and economic influence.Articles in the perspective of the Philippines as a foreign country,respectively to investigate its economic diplomacy with the United States,Japan and China policy,and in—depth analysis of the key events and policies,to build up experience,then respectively in breadth and depth,the degree of the executable,dependent degree and the degree of external standard framework for evaluating the Philippine economic diplomacy autonomy,to make induction,comparison and analysis of foreign experience,to form a regular and revelation in diplomatic relations.The article analyzes that the Philippines is a relatively successful model of economic diplomacy with Japan,which has achieved remarkable results,whilethere are many policy failures in its economic diplomacy with the United States and China.On the whole,the Philippines’ economic diplomacy with the three major powers —— the United States,Japan and China —— has several distinctive features.First,security relations are an important prerequisite for economic relations.Second,the Philippines tend to link economic issues to political issues as a lever for negotiations.Third,the level of economic diplomacy is subject to the overall bilateral political relations.The “package” negotiation mode in the economic diplomacy of the Philippines has been normalized.The stronger the geographical relationship with the target country,the more obvious the above characteristics will be.This paper predicts that: the major power economic diplomacy of the Philippines will continue to show a pattern of compound interdependence and checks and balances,among which the Sino—US relationship is an important variable;The economic and diplomatic relations between the Philippines and Japan will continue to be stable and further strengthen str ategic cooperative relations.China’s economic and social influence in the Philip pines will further increase,and continue to narrow the gap with the United States and Japan;The South China Sea issue between China and the Philippines will continue to affect China’s economic diplomacy and become an unstable factor in China—Philippines relations.The economic and diplomatic relations between the Philippines and the United States will be further improved in line with the current cooperation mechanism.The Philippines’ great power balance policy will be an important prerequisite for the development of the alliance between the Philippines and the United States,which will not exceed the asean secu rity framework in the short term.In this regard,China should continue to deepen economic cooperation with the Philippines and strengthen the role of the stabilizer of economic relations in bilateral relations.Enhance the institutionalization of china—philippines cooperation and enhance political mutual trust through security and military cooperation;Focus on social benefits and impacts,increase investment in social gover nance and livelihood projects in the Philippines,and enhance social tolerance of China in the Philippines;Strengthen the compliance of Chinese enterprises operating in the Philippines and enhance their awareness of legal risks;Strengthen communication with different parties and political groups in the Philippines,involve different stakeholders,and reduce political resistance to Chinese projects in the Philippines;Enhance communication and consensus on regional and global affairs and build a bilateral policy community;We will work with Japan to develop the Philippine market,give full play to the positive role of overseas Chinese groups,and strengthen the integration of local society from cultural and social aspects.
