| For CPC,strict organizational discipline is its gene,which is endogenous.For quite a long time,the discipline building has been present as political requirements and practical measures scattered in the party building in the history of the party.It was not until the 18 th National Congress of CPC that the discipline building appeared in the political report of the Party Congress for the first time.Since then,the discipline building has been formally established as a theoretical form of political parties.Five years later,the report of the 19 th National Congress of CPC incorporated the discipline building into the overall layout of the party building.At these two important time points,the innovation of the party building theory highlights the rising status of the discipline building in the party building pattern.It conforms to the internal needs of both the modernization of national governance and the overall and strict governance of the party in the new era,and embodies the logical interaction between the discipline building,the national governance and the governance of the ruling party.In the new era,individual interests are more differentiated,ideas are more diversified,and information technology is changing with each passing day,which brings about the enhancement of individual autonomy.In this objective development trend,in order to realize the benign interaction between organizational discipline and individual autonomy,how can the party carry out organizational adjustment and institutional change? Since the 18 th National Congress of CPC,the discipline function of party discipline has been brought into play in the overall and strict governance of the party.At the same time,the contradiction between the strong restraint of discipline and the courage of Party members and cadres to take on the responsibilities is prominent.In the future party governance,in order to promote the benign development of the discipline building and form a joint force for party building,how can the discipline function of discipline building be coordinated with the protection and incentive function of party building? Based on the political logic of the CPC’s overall leadership and long-term governance,Party governance and state governance are integrated.Being in it,the discipline building contains the dialectical logic of self-discipline and heteronomy.From the perspective of the interaction logic between state governance and Party governance,the key to the survival and development of CPC lies in the self-discipline and self revolution,and the inner-party supervision dominating the external supervision.From the perspective of the operating logic of the internal governance of the party,the key to discipline building lies in promoting self-discipline by heteronomy,promoting self-discipline and self-consciousness of Party members and cadres by organizational supervision.Following the dialectical logic of self-discipline and heteronomy,how can the party form an effective governance mechanism and discipline implementation mechanism?The above questions are the core issues to be considered and studied in this paper.Based on the macro environment of national governance and the practical orientation of discipline building,adhering to the problem-oriented,the research focus is established to reveal the operating mechanism of discipline building in the new era.This paper attempts to use the multi-disciplinary theories of party history,Party building,political science,histology and jurisprudence to construct the research framework.Based on the theory of political system,this paper reveals the operating mechanism of the party’s discipline building in the new era from three dimensions: the micro internal operating mechanism,the meso party building system and the macro national governance system.Using the discipline theory of proletarian party and Marxist methodology,on the basis of analyzing historical basis and realistic motivation,this paper focuses on the discipline building in the new era,and makes practical generalization,problem and cause analysis,and theoretical perspective.In view of the above research logic,the paper is divided into the introduction and the text which includes five chapters.The first chapter analyzes the concept and theory of the party’s discipline building.First of all,along the historical evolution of organization-party-proletarian party,the connotation,elements,and functions of Party discipline building are studied and defined.Then,the relevant concepts are analyzed to frame the extension of the research.On this basis,the logical framework of analyzing the operating mechanism of discipline building is constructed,from the micro operating mechanism,the meso political party building system,the macro national governance system and the dialectical logic of self-discipline and heteronomy.The second chapter analyzes the historical basis and practical needs of the party’s discipline building in the new era.Based on the history of the international communist movement,the paper first explores the theoretical origin,grasps the understanding and elaboration of Marx and Engels on the basic principles of Party discipline in the historical process and Party building practice.Next,based on the development track of the Soviet Communist Party ’s discipline building practice,in the logical framework of interaction with the political line and democratic centralism,summarize both the experience and the lessons of the Soviet Communist Party ’s discipline building.Then,on the basis of combing the history of the discipline building of CPC,it summarizes both the experience and the lessons of discipline building practice,focuses on the experience and deficiency of the party’s disciplinary building since the reform and opening up,and analyzes the operating mechanism of the party’s disciplinary building from the perspective of empirical analysis.Based on the interactive logic of the party’s discipline building,the party’s building and national governance,this paper analyzes the realistic motivation of the party’s outstanding discipline building in the new era.The third chapter summarizes the party’s understanding and practice of discipline building in the new era.Focusing on the role of the party’s discipline building in the overall and strict governance of the party,the paper insists on the combination of theory and practice,analyzes the deepening of the party’s cognition of the discipline building from the perspective of the theoretical form construction of the party’s discipline building,expounds the gradual improvement of the operating system of discipline building from discipline establishment,discipline enforcement,and discipline popularization,and analyzes the innovation of methodology dimensions from the of supervision and discipline enforcement,accountability,and mass supervision.The fourth chapter studies the problems and causes of discipline building in the new era.In this paper,the main problems and symptoms of the party’s discipline building in the new era are summarized into three aspects: the new requirements of discipline are slow to adapt to,the contradiction between strong discipline and the party members and cadres’ courage to take the responsibility is obvious,and the foundation of the party’s discipline building is not stable.The causes are mainly reflected in four dimensions: deep disciplinary culture,micro mechanism operating,meso party building system and macro national governance system.The fifth chapter puts forward the realization path of strengthening the party’s discipline building in the new era.Based on the theory of proletarian party and the historical experience of the party’s discipline building,adhering to the principles of problem orientation and systematic governance,following the dialectical logic of self-discipline and heteronomy,this paper puts forward a comprehensive approach to strengthening discipline building in the new era: at the deep level of consciousness,we should strengthen the consciousness of obeying rules and disciplines with the discipline culture building;at the level of micro discipline governance and meso party building,we should enhance the efficiency of discipline building by improving the internal operating mechanism and overall coordination mechanism simultaneously;at the macro level of national governance,we should improve the ability of national governance to optimize the environment of the party’s discipline building. |
