The Research On The Model Of Deliberative Democracy In Chihese Urban Communities

Since the 1990s,Deliberative Democracy,as a critique of liberal democratic theory and the latest progress of participatory democracy theory,has received the extensive attention.The charm of Deliberative Democracy lies not only in the revision,supplement and re-examination of liberal representative democracy,but also in its extensive practice in the social and political life of various countries.Its practice shows that democratic movement needs participation,dialogue and discussion.Community Deliberative Democracy has the core value which goes beyond China and the West.The rise of Deliberative Democracy at the grassroots level in recent years is not accidental,but as the common result of social development and democratic political construction.Meanwhile,it has been widely developed in practice.A comprehensive review of the practice of Deliberative Democracy at the grassroots level in China shows that in the new era,as the important content for improving the system of Deliberative Democracy of socialism with Chinese characteristics,Deliberative Democracy in urban communities has been expanding its coverage,deepening its contents and expanding the forms of developable carriers.Deliberative Democracy in urban communities can be seen as a principle,a procedure,a mechanism and a method,but it is not easy to implement Deliberative Democracy in the autonomy of residents.At present,two typical models have been formed in the practice of urban communities in China,namely,the Institution-supported Deliberation Model and the Technology-supported Deliberation Model.Through the analysis of the operation mechanism of two deliberation mode,a reflection of the Deliberative Democracy in the urban community practice produce efficiency,and promotes changes in the way of community deliberations,the model of democratic decision-making in the community,and the relationship between community power,and it shows the practice of Deliberative Democracy in communities has confronted dilemmas in system,policy and practical operation.Deliberative Democracy in urban communities differs from other forms of Deliberative Democracy in China,which is mainly embodied in three dimensions:value system,institutional procedure and technical intervention of Deliberative Democracy.The two typical deliberative models of urban communities in China point out the specific operational methods of Deliberative Democracy in communities to a certain extent and respond to the realization path of Deliberative Democracy in residents’ autonomy.Moreover,it further shows that the effectiveness of Deliberative Democracy in urban communities is to a large extent the superposition effect of deliberative democratic ideas,institutionalization and the comprehensive application of corresponding democratic technologies,which should take the common development road of institutionalization and technicalization.Finally,on the basis of summarizing and understanding Deliberative Democracy Theory and the practice content of urban Community Deliberative Democracy,it is proposed to strengthen the institutional supply of Community Deliberative Democracy,promote the combination of Deliberative Democracy and grassroots election democracy,improve the deliberative capacity of deliberating subjects,and develop the application of network technology in Community’s Deliberative Democracy to promote the improvement of the quality of China’s urban Community Deliberative Democracy,and truly reflect the significance of Deliberative Democracy in residents’ autonomy.The achievement and improvement of Deliberative Democracy in China’s urban communities is an unfinished and dynamic process.I strongly believe that with the gradual advance of deliberative factors and the continuous advancement of institutionalized construction,Deliberative Democracy will act as an institutional complement to urban residents’ autonomy.And by doing this,it can better promote the development of urban residents’ autonomy and improve grassroots democratic politics,and eventually becomes a useful supplement to China’s democratic political system.
